Book Rural Development

Download or read book Rural Development written by Tadlock Cowan and published by Nova Publishers. This book was released on 2007 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the post-World War II era, widespread rural poverty, most notably among farmers, dominated rural policy concerns. The Eisenhower Administration's Undersecretary for Agriculture, True D. Morse, began a rural development program in 1955 to assist low-income farmers. Because agriculture was the major economic activity in many rural areas of the time, a focus on farms and farm households became de facto rural policy. The war on poverty during the 1960s continued the focus on rural poverty as a central policy issue. When agriculture began to decline as rural America's dominant economic activity, policy attention shifted to rural revitalisation. The 1980s farm financial crisis and economic dislocation in rural America brought the importance of rural structural change to the forefront of policy concerns. The further decline of farming to less than 8% of rural employment and the loss of many manufacturing jobs during the past decade have highlighted the growing gap between many rural areas and the Nation's urban/suburban areas. While no overarching framework guides rural policy at the federal level, adequate housing, employment creation and business retention, human capital concerns, poverty issues, medical care, and infrastructure development remain key foci of federal rural policy.

Book Local Governments and Rural Development

Download or read book Local Governments and Rural Development written by Krister Andersson and published by University of Arizona Press. This book was released on 2009 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Book Rural America

Download or read book Rural America written by Caroline S. Kelsohn and published by Nova Publishers. This book was released on 2002 with total page 190 pages. Available in PDF, EPUB and Kindle. Book excerpt: Thomas Jefferson once envisioned the United States as a 'nation of yeomen farmers'. Looking around today, however, illustrates that nothing could be further from the truth. In a globalised world and techno-centred society, urban sprawl is overtaking rural America. For over a century, farming was the backbone of the American economy, and though it is still critical to American productivity, many rural areas are plagued by poverty and job reduction. Agricultural issues have a hold over national politics (as in the debates over farm subsidies), but they cannot change several significant trends in America today: the movement toward fewer and larger farms, environmental pressures from urban and suburban interests, and changing food consumption patterns. In order to assist the remaining 'yeomen farmers', a comprehensive and integrated agricultural policy must be initiated to sustain the nation's farming communities. This book analyses the status of the farm industry in rural America, providing a historical context for agriculture and assessing its future for the nation. and the information provided in this book is necessary to understanding the nature of what has historically been a key component of American industry and life.
