Seeking a cultural account of social influence processes he turns to those who have been left behind in the race to participate in a globalizing world, the urban poor. Using both systematic data collection and participant observation he develops a culturally preferred model as well as a set of models based in Thai concepts that reflect on-the-ground realities. Johnson also examines the community-state relationship and finds that in the face of state power that brings both development and the forces of eviction, the community and its leaders are not passive in this relationship but modify, reject, or resist state views in their various forms. He concludes by looking at the implications of his anthropological approach for those who are involved in leadership training in Thai settings and beyond. This work challenges the dominance of the patron-client rubric for understanding all forms of Thai leadership and offers an alternative view for understanding leadership rooted in local social systems to approaches that assume the universal applicability of leadership research findings across all cultural settings.

While India is acknowledged as a rising power, poised to emerge into the front rank of global economies, the pace and scale of its urbanisation calls for more effective metropolitan management if that growth is not to be constrained by gathering urban crisis. This book addresses some key issues of governance and management for India’s principal urban areas of Mumbai, Kolkata and Hyderabad. As three of the greatest Indian cities, they have evolved in recent decades into large metropolitan regions with complex, overlapping and often haphazard governance arrangements. All three cities exemplify the challenges of urbanisation and serve here as case studies to explore the five dimensions of urban governance in terms of devolution, planning, structures of delivery, urban leadership and civic participation. London, with its recent establishment of a directly elected Mayor, provides a reference point for this analysis, and signifies the extent to which urban leadership has moved to the top of the urban governance agenda. Michael Romanos and Christopher Auffrey have produced a volume which will be of immense value to several different types of people. Planners and other specialists concerned with the development of the Southeast Asian region and the issues and opportunities associated with urban growth and sustainable development will find much to interest them in this book. But the book, I believe, has much wider appeal, and that is what I want to touch on briefly here. The University of Cincinnati, where Michael, Chris, and I work, is attempting to globalize itself - to develop its institutional capacity for international activities, to infuse its curriculum with international themes, and to promote and increase global competence among its graduates. Many American universities are doing this, of course. In the process, we are seeing some very interesting experiments in pedagogy, as faculty look for "learning moments" in new and sometimes exotic places. Michael, Chris, and their colleagues have, it seems to me, developed an outstanding model for learning across national and cultural boundaries. In the chapters which follow, you will read the results of their work. What will be less apparent, however, is the process by which that work was produced.
