Gender mainstreaming as a concept is about removing disparities between men and women – about equal access to resources, inclusion and participation in the public sphere, representation in government, and empowerment, all with the aim of achieving equal opportunities for men and women in family life, society, administration, politics, and the economy. The challenges of gender mainstreaming in South Asia are huge, especially in the contexts of patriarchal, religious, and caste-based social norms and values. Men’s dominance in politics, administration, and economic activities is distinctly visible. Women have been subservient to the policy preferences of their male counterparts. However, in recent years, more women are participating in politics at the local and national levels, in administration, and in formal economic activities. Have gender equality and equity been ensured in South Asia? This book focuses on how gender-related issues are incorporated into policy formulation and governance, how they have fared, what challenges they have encountered when these policies were put into practice, and their implications and fate in the context of five South Asian countries. The authors have used varied frameworks to analyze gender mainstreaming at the micro and macro levels. Written from public administration and political science perspectives, the book provides an overview of the possibilities and constraints of gender mainstreaming in a region, which is not only diverse in ethnicity and religion, but also in economic progress, political culture, and the state of governance.

The book uses a table to illustrate the distinctions and similarities between IWRM and water-centered adaptation to analyze the possibilities of mainstreaming adaptation. The new water-planning processes and EIA are also illustrated in the form of figures showing the differences after factoring in adaptation considerations. Interviews with water managers to obtain their perception and attitudes towards climate change adaptation offer new perspectives for readers. The adaptation- mainstreaming approach, which finds a way to balance various interests and tasks, will arouse the interests of those readers who argue that climate change is only one of the issues challenging water management, and that poverty reduction, environmental protection and living standard improvement are even more important. Readers will also be interested to discover that the adaptation mainstreaming approach could be applied in water management institutions such as water planning and EIA. In addition, the book offers a clear explanation of the challenges of adaptation to the existing water-related legal framework from a theoretical perspective, and provides theoretical and practical recommendations.

Book excerpt: The mid-term evaluation of the project "Mainstreaming sustainable land development and management” was executed by the Guyana Land Survey Commission (GLSC), implemented by FAO and funded by the Guyana Reducing Emissions from Deforestation and Degradation (REDD+) Investment Fund (GRIF). Overall project effectiveness and efficiency is low: implementation is slow and few outputs and outcomes have been achieved. The main reasons are the poor communication and collaboration between GLSC and FAO, and insufficient delivery of their roles and responsibilities. Recently, improved communication between GLSC and FAO has generated better collaboration. The evaluation made a series of recommendations to improve project delivery during the remainder of the implementation period.

It identifies institutional mechanisms for the advancement of women including national machineries as one of twelve critical areas of concern. National machineries are the primary institutional mechanism entrusted with the implementation of the strategic objectives contained in the goals for equity set by the United Nations. The mandate of these national institutions has evolved from promoting women-specific projects to ensuring that equality concerns are integrated into all government legislation, policy, programs, and budgetary processes. National machineries face serious constraints in fulfilling their mandate including; inadequate financial and human resources, relatively powerless locations within government structures, and insufficient linkage with civil societies. This volume illustrates that the ability of UN-member states to subscribe to the agenda of equality between women and men has been significantly enhanced by the creation of these national-level institutions. National machineries for the advancement of women were initially conceived at the World Conference on the International Women's Year held in Mexico City in 1975 and since then have been considered systematically by world conferences on women in Copenhagen (1980), Nairobi (1985), and Beijing (1995), as well as the sessions of the Commission on the Status of Women. The twenty-third special session of the General Assembly in Beijing reiterated the significant role that national machineries play in promoting equality between women and men, gender mainstreaming, and monitoring of the implementation of the Beijing Platform for Action as well as the Convention on the Elimination of All Forms of Discrimination against Women. There has been a long-standing need for a volume to bring together discussions on theory and practice as well as comparative analysis and in-depth case studies of national machineries; this book responds to that need.
