Con esta obra ofrecemos un instrumento muy valioso a distintos profesionales de la Administración local. Para el opositor, a quien resultará de excepcional utilidad; pero no sólo para él, también para funcionarios y otros profesionales cuyo ámbito de ejercicio esté relacionado con la Administración local. El planteamiento de las cuestiones ha seguido el formato de supuestos prácticos extraídos de la práctica real porque ésta es probablemente la forma más amena y verosímil de presentar las cuestiones controvertidas. Además, cada supuesto plantea diversas cuestiones interrelacionadas, de modo que el número de cuestiones abordado en esta obra es muy superior al de supuestos que puede verse inicialmente en el índice, superando el centenar de ellas. Hemos seguido este estilo que es el más cercano a la realidad, en la que lo más habitual es que el operador no se enfrente a un problema aislado. Y con la mejor intención pedagógica, las soluciones están expuestas extensa y muy razonadamente.

Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.
