Book excerpt: The acute economic pressures of the 1980s have forced virtually all of Latin America and Africa and some countries in Asia into painful austerity programs and difficult economic reforms. Scholars have intensively analyzed the economics of this situation, but they have given much less attention to the political forces involved. In this volume a number of eminent contributors analyze the politics of adjustment in thirteen countries and nineteen governments, drawing comparisons not only across the full set of cases but also within clusters selected to clarify specific issues. Why do some governments respond promptly to signs of economic trouble, while others muddle indecisively for years? Why do some confine their response to temporary macroeconomic measures, while others adopt broader, even sweeping, programs of reform? What leads some countries to experiment with heterodox approaches, while most, however reluctantly, pursue orthodox courses? Why, confronted with intense political protest, have some governments persisted while others have altered or abandoned course? The answers to these questions are political, not economic, and they are examined here by Thomas M. Callaghy, Stephan Haggard, Miles Kahler, Robert R. Kauman, Joan M. Nelson, and Barbara Stallings.

Book excerpt: The net effect on employment of structural changes now occurring in the United States will be determined by the actions that government, management, and labor take to create and support the conditions for new opportunity and to encourage people to move from old to new work. Many of the measures that need to be taken to ensure profitability involve changes in the type of work done and the number of people employed. Labor adjustment policies have to be factored into any decision taken by management to improve competitive position. The six crucial elements around which adjustment policies in the private sector should be structured are: (1) communication between management and labor regarding competitive realities, steps needed to improve market position, and rewards employees can expect; (2) employee involvement at the work level in the design and implementation of productivity improvements; (3) flexible total compensation that links wages and benefits to profitability; (4) advance notification to employees, unions, and the community of decisions affecting jobs; (5) reorientation of employee benefits so that employees moving between firms do not lose them; and (6) support programs that allow workers to shift to new opportunities. The critical elements around which public sector adjustment policies should be structured are incentives to reemployment, coordination of public and private resources, commitment to job training programs, promotion of economic development strategies, and educational reform to emphasize the skills and attitudes needed to prepare students for higher-skilled, technology-based jobs. It is intended to contribute to the formation of policies and programs designed to help workers adjust to economic change. The first chapter outlines changes in the structure of job opportunities and assesses their effect on the post-layoff adjustment process of displaced workers and policies to facilitate it. Chapter 2 focuses on how the structure of job opportunities in the United States has changed in the recent past, explaining the issues and problems these changes may pose for successful worker adjustment. Analysis was made through data supplied by the March Work Experience Supplements to the Current Population Survey (CPS). Chapter 3 assesses the manner in which displaced workers have responded to changes in the structure of jobs and the implications that emerge for program policy. Data used were obtained from the January 1986 Dislocated Worker Supplement to the CPS. The final chapter draws together the conclusions from the analyses to identify the major challenges faced by programs and policies designed to facilitate worker adjustment to economic change.
