Book excerpt: The Panel on Business Challenges within the Defense Industry conducted hearings, held roundtable discussions with industry, and reviewed many studies and publications that have examined the Defense Industrial Base (DIB) in order to gain insight into the complexity of the industrial base and the wide variety of factors influencing business behaviour and the shaping of the DIB. These efforts highlighted that the DIB is unique in that the Department of Defense (DOD) plays a role as both the customer and regulator of the DIB. This book provides several recommendations that the Panel believes will improve the defence business environment, reduce barriers to entry, spur innovation, increase competition, and aid in getting critical technology into the hands of the Warfighter.

This book was released on 2012-08-03 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: In our hearings on the issue, we have heard from a variety of witnesses in the field and the Department of Defense about the current challenges and future projections regarding the United States defense industrial base. The conversation thus far has been very informative as each and every person we meet with brings a unique perspective about how to learn from our past failures and establish stability in the industrial base. Today we continue that dialogue by focusing on the future. In doing so we are asking some very basic questions regarding a complex subject matter. What can we do to adapt the current environment to meet the needs of the 21st-century security strategy? What can we learn from other nations who are implementing strategies that deal with this critical issue? What changes are necessary in our workforce and acquisition policies to meet that vision?

Book New Challenges New Tools for Defense Decisionmaking

Download or read book New Challenges New Tools for Defense Decisionmaking written by Stuart E. Johnson and published by Rand Corporation. This book was released on 2003-03-31 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.

Download or read book Missile Defence written by Sten Rynning and published by Routledge. This book was released on 2005-11-17 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: The missile defence policy of the US plays a crucial role in international affairs and is normally studied from a US perspective. This book is different, it delivers a sharp analysis of regional and national variations and integrates them with US viewpoints to present a rounded and comprehensive study. What will be the international ramifications of American plans to deploy a comprehensive national missile defence policy? This is a key question for all those wishing to build a sense of the global future and is here answered with clarity and rigour by expert contributors. This new study breaks the mould of traditional assessments that focus exclusively on the US world picture and are inevitably one-dimensional. Here we see that US action automatically entails reactions as this text advances a more balanced approach. By integrating a focus on US policy with a strong analysis of regional dynamics, it demonstrates that the global ramifications of US policy are indeed contingent upon distinct regional and national variations. These differences in turn have consequences both for the challenges the US faces in relation to missile defence and for the future of world politics. This is an innovative and groundbreaking study that contains lessons for those wishing to safeguard the future by becoming alert to its challenges and complexities.

Book European Russian Power Relations in Turbulent Times

Download or read book European Russian Power Relations in Turbulent Times written by Mai'a Cross and published by University of Michigan Press. This book was released on 2021-04-13 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.
