Book excerpt: The provision of effective health care to linguistically and culturally diverse migrant populations has been identified as a crucial public health issue. This scoping review examines strategies which have been implemented and evaluated to address communication barriers experienced by refugees and migrants in health care settings across the WHO European Region. Four main types of strategy were identified: cultural mediation interpretation translation of health information and guidance and training for health care providers. These have been used to support access to health care management of specific diseases and promotion of health across a wide variety of health care settings. Intersectoral collaboration was seen as important in the development and implementation of strategies. Policy considerations include the development of national policies and the promotion of intersectoral dialogue to augment the knowledge base and resolve the common issues identified such as provision of training and confusion regarding the roles of mediators/interpreters that affect strategy implementation and evaluation.

Analyzing completed and slowly moving energy efficiency projects by the Global Environment Facility during 1991-2010, Closing the Gap: GEF Experiences in Global Energy Efficiency evaluates impacts of multi-billion-dollar investments in the world energy efficiency. It covers the following areas: 1. Reviewing the world energy efficiency investment and disclosing the global energy efficiency gap and market barriers that cause the gap; 2. Leveraging private funds with public funds and other resources in energy efficiency investments; using these funds in tangible and intangible asset investments; 3. Investment effectiveness in dollars per metric ton of CO2 emissions mitigation in 10 energy efficiency sub-areas; 4. Major barriers causing failure and abandonments in energy efficiency investments; 5. Quantification of direct and indirect CO2 emissions mitigations inside and outside a project boundary; and 6. Classification and estimation of CO2 emissions mitigations from tangible and intangible asset investments. Closing the Gap: GEF Experiences in Global Energy Efficiency can serve as a handbook for policymakers, project investors and managers, and project implementation practitioners in need of benchmarks in energy efficiency project investments for decision-making. It can also be used by students, researchers and other professionals in universities and research institutions in methodology development for evaluating energy efficiency projects and programs.

It outlines the strategic direction East Asia s energy sector must take to meet its growing energy demand in an environmentally sustainable manner, and presents a pathway of policy frameworks and financing mechanisms to get there. The six East Asian countries China, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam examined in this book could, with the right policies and financing, stabilize CO2 emissions by 2025, improve their local environment, and enhance energy security without compromising economic growth. They must move their energy sectors toward much higher efficiency and more widespread use of low-carbon technologies, while obtaining substantial financing and low-carbon technologies from developed countries. This clean energy revolution requires major policy and institutional reforms, including energy pricing reforms, regulations such as energy efficiency standards, financial incentives such as feed-in tariffs for renewable energy, and accelerated research and development. Finally, building low-carbon cities will be key to containing the rapid urban energy growth through compact urban design, public transport, clean vehicles, and green buildings. The window of opportunity is closing fast delaying action would lock the region into a longlasting high-carbon infrastructure. The technical and policy means exist for such transformational changes, but only strong political will and unprecedented international cooperation will make them happen.
