Since China's ascendancy toward major-power status began in the 1990s, many observers have focused on its economic growth and expanding military. China's ability was limited in projecting power over information and media and the infrastructure through which information flows. That has begun to change. Beijing's state-backed media, which once seemed incapable having a significant effect globally, has been overhauled and expanded. At a time when many democracies' media outlets are consolidating due to financial pressures, China's biggest state media outlets, like the newswire Xinhua, are modernizing, professionalizing, and expanding in attempt to reach an international audience. Overseas, Beijing also attempts to impact local media, civil society, and politics by having Chinese firms or individuals with close links buy up local media outlets, by signing content-sharing deals with local media, by expanding China's social media giants, and by controlling the wireless and wired technology through which information now flows, among other efforts. These are neither contests between civil and uncivil society nor a tussle between civil society and state power. They are power struggles over relationships between civil society and the state. Different ways that capitalism is organised, controlled, and developed are shown to matter for when, how and in what direction conflicts in civil society emerge and coalitions form. Many of them have been pushed out of the mainstream because of an economy and society where the odds are stacked against them; others have chosen to be on the outskirts of twenty-first-century America. These men are disconnected from work, personal relationships, family and children, and civic and community life. They may be angry at government, employers, women, and "the system" in general—and millions of them have done time in prison and have cast aside many social norms. Sadly, too many of these men are unsure what it means to be a man in contemporary society. Wives or partners reject them; children are estranged from them; and family, friends, and neighbors are embarrassed by them. Many have disappeared into a netherworld of drugs, alcohol, poor health, loneliness, misogyny, economic insecurity, online gaming, pornography, other off-the-grid corners of the internet, and a fantasy world of starting their own business or even writing the Great American novel. Most of the men described in this book are poorly educated, with low incomes and often with very few prospects for rewarding employment. They are also disproportionately found among millennials, those over 50, and African American men. Increasingly, however, these lost men are discovered even in tony suburbs and throughout the nation. It is a myth that men on the outer corners of society are only lower-middle-class white men dislocated by technology and globalization. Unlike those who primarily blame an unjust economy, government policies, or a culture sanctioning "laziness," Man Out explores the complex interplay between economics and culture. It rejects the politically charged dichotomy of seeing such men as either victims or culprits. These men are hurting, and in turn they are hurting families and hurting America. It is essential to address their problems. Man Out draws on a wide range of data and existing research as well as interviews with several hundred men, women, and a wide variety of economists and other social scientists, social service providers and physicians, and with employers, through a national online survey and in-depth fieldwork in several communities.

Taken together, the chapters display nuances and fine-grained understandings. The book highlights that gender equality processes, rather than the exclusionary categories of “women” and “men”, should be at the forefront of analysis, and that developments strengthening the position of women vis-à-vis men affect the quality of government.

In making this argument, the book firmly rejects the new fashion for a politics of deglobalization, which has appeared of late in both left-wing and right-wing variants. Instead, it suggests that a reformed Group of 20 (G20), for all its current inadequacies, can still provide the critical coordinating function that the management of a process of reglobalization requires. The book argues that globalization is too important to be lost; rather, it needs to be saved from its capture by neoliberalism and rebuilt around different values for a post-neoliberal era. The emergence of global pandemic as an issue only goes to emphasise the necessity, importance and urgency of the reglobalization project. Book excerpt: Hashtag campaigns on social media enable users to express their sentiments on various issues and mobilize people to be part of a movement or cause; they have been used effectively by disenfranchised members of society against powerful elites. While some are of the opinion that online campaigns are ineffective due to “slacktivism”, such campaigns can spill over to offline protests, especially if there are strong emotions such as anger, or a sense of injustice, or social deprivation, spurring people on. The earlier hashtag campaigns in Malaysia—#AntaraDuaDarjat (#BetweenTwoStatus) and #DengkiKe (#AreYouJealous)—were expressions of unhappiness over perceived double standards in the enforcement of COVID-19 public safety protocols. Later hashtag campaigns such as #KerajaanGagal (#FailedGovernment), #KerajaanZalim (#CruelGovernment), and #KerajaanPembunuh (#MurdererGovernment) became increasingly negative as public disenchantment grew due to the government’s weak handling of the pandemic and the consequent economic fallout. Public frustration that manifested itself in the #BenderaHitam (#BlackFlag) and #Lawan (#Protest) movements soon transitioned into offline campaigns and protests against the government. Apart from political hashtag campaigns, there were also welfare movements such as #KitaJagaKita (#WeTakeCareOfOurselves), #BenderaPutih (#WhiteFlag), and #RakyatJagaRakyat (#CitizensTakeCareOfCitizens), which enabled Malaysians to help the less fortunate affected financially by the COVID-19 lockdowns, by rendering food aid and other assistance. A key conclusion of this study is that online hashtag campaigns have served as an early warning of trending public sentiment. They also have the potential to hype up emotions online and subsequently galvanize support for offline campaigns and protests. As #Lawan and #BenderaHitam showed, these can have direct political outcomes.
