There are two hundred and seven of you, almost twice as many superintendents as there were school commissioners. The old districts were generally so large that real supervision was impossible, even if the old law had contemplated it, which it did not. Putting two districts where there was one before is an important factor in increasing the efficiency of supervision. That gives the superintendent a much better chance to do some thing worth while, but whether he does it or not depends upon himself. The Education Department expects much of each, and will do all it can to help each to do conspicuously good work; it will censure a superintendent for indifference and will remove him for wilfully or ignorantly violating either the letter or the spirit of the new law. This is plain language, but plain language is best. It would be absurd to characterize it as a menace or a threat. It is in the interest of two hundred and seven ofiicials whom the law places under my supervision, every one of whom starts out with my confidence and carries with him my good wishes. It is for the sake of a perfect under standing. I have my responsibility as well as you yours. What I say is in the discharge of that responsibility. It is well to be much more explicit and to tell you in detail what the Education Department expects of you. For this reason, it appears to me no light or easy business to satisfy the requirements of an occasion like the present. For the subject of teaching and teachers has been handled before your body by so many masters; the poor pedagogue has been looked at from so many various stand points, now perhaps as an artist, and again as a worker: he has been praised and patted; he has been elevated, and elevated and elevated, and it has become so great a hobby of the best of men with the very best intentions, to shout paeans to the common school system, that I had almost despaired before I had well accepted of the invita tion to address you. And yet, I took courage and comfort from the fact, that the very best offering I could bring would be the fruits of earnestness. Fresh from the very buzz and dust of the school room, surely, there must be some things to be said by one of yourselves, that must spring from the life, and have a certain energy because they are living experiences. I address myself therefore to the young men and women of our profession; to those who have begun with hope and energy; many of whom are before me - and it is their atten tion that I especially request to the few thoughts that are to follow. My theme is Where do we stand, in the social scale as common school teachers, and in addition, I shall take the liberty to suggest some remedies by way of improvement. In the winter Of 1892, a train, for same trivial reason, came to an unusual stop near the village of Hastings on the New York Central and Hudson River Railroad, at perhaps the most beautiful and historic part of the Hudson River valley. The unusual stoppage of the train created the occasion for the exercise Of unusual care. The rules of the company were explicit. It became the imme: diate duty of the trainman who had charge of the rear platform to take his lantern and go back and warn any approaching train. Mere stick that he proved himself to be, if he had only followed his orders all would have been well. It was dark, but not stormy. There was no excuse. If he had possessed any of the spirit which the public has the right to expect in a trainman, he would have met the occasion and protected his train, orders or no orders. He had no spirit he disobeyed his orders the through express crashed into the rear of the standing train, a score of people were killed and as many more maimed and mangled for life.
