Although many heavily indebted poor countries have received large amounts of debt relief over the past quarter of a century, it doesn’t appear to be enough. This book examines the impact of international debt relief efforts since 1990. It assesses whether the various debt relief modalities have enhanced economic growth in eight highly indebted countries in Latin America and Africa. Dijkstra argues that fundamental changes of the international aid and debt architecture are necessary to stop the flow of new multilateral loans and the possible perverse effects of conditionality.

Beset by coups d'tats, presidential assassinations and genocide, the country has been caught in a cycle of violence and under-development whereby brief periods of peace have been followed by further state repression and armed conflict. The 2000 Arusha peace accords, the Pretoria agreement of late 2003, the peaceful elections of 2005, and the recent Dar es Salaam peace agreement with the Forces Nationales de Libration have ushered in a period of relative stability. This fragile political process, however, has not been matched by a parallel rebound in economic growth that has been observed in post-conflict African countries and is a precondition for long-lasting peace. This work aims to identify areas in Burundi's rural economy with the greatest immediate potential to stimulate growth and consolidate peace over the next years. The short-term focus will be on the rural economy. It is vital however that the Government of Burundi and its partners address other critical areas in the medium term to sustain growth. The industrial and service sectors are of particular significance, as they need to absorb a burgeoning, youthful and increasingly urbanized generation. The first challenge is to take stock of international best practices and Burundian history, and develop a sound agricultural base as the critical foundation for sustainable growth. Our work identifies policy reforms and investments with potential to boost food supply and strengthen export crop competitiveness, thereby expanding rural growth.

Its innovative policy recommendations are especially timely when the recent global financial crisis, economic recession and fragile recovery place great strains on the liberal economic order, while new challenges from Iran, ongoing terrorist threats and corruption make this security-economic connection critically important.

Book excerpt: We study how 22 donors allocate their bilateral aid among 147 recipient countries over the 1970- 2004 period to investigate whether changes in the international aid architecture?at the international and country level?have led to changes in behavior. We find that after the fall of the Berlin wall, and especially in the late nineties, bilateral aid responds more to economic need and the quality of a recipient country's policy and institutional environment and less to debt, size, and colonial linkages. Importantly, we find that when a country uses a PRSP and passes the HIPC decision point the perverse effect of large bilateral and multilateral debt shares on aid flows is reduced, suggesting less defensive lending. Overall, it appears international aid architecture changes have led to more selectivity in aid allocations. The specific factors causing these changes remain unclear, however. Furthermore, there remain large differences among donors in selectivity that appear to relate to donors' own institutional environments. Together this suggests that further reforms will have to be multifaceted.
