Many point to an apparently promising solution to reduce the prison population: addiction treatment. In Addicted to Rehab, Bard College sociologist Allison McKim gives an in-depth and innovative ethnographic account of two such rehab programs for women, one located in the criminal justice system and one located in the private healthcare system—two very different ways of defining and treating addiction. McKim’s book shows how addiction rehab reflects the race, class, and gender politics of the punitive turn. As a result, addiction has become a racialized category that has reorganized the link between punishment and welfare provision. While reformers hope that treatment will offer an alternative to punishment and help women, McKim argues that the framework of addiction further stigmatizes criminalized women and undermines our capacity to challenge gendered subordination. Her study ultimately reveals a two-tiered system, bifurcated by race and class.

Book excerpt: Extreme sports, those activities that lie on the outermost edges of independent adventurous leisure activities, where a mismanaged mistake or accident would most likely result in death, have developed into a significant worldwide phenomenon (Brymer & Schweitzer, 2017a). Extreme sport activities are continually evolving, typical examples include BASE (an acronym for Buildings, Antennae, Span, Earth) jumping and related activities such as proximity flying, extreme skiing, big wave surfing, waterfall kayaking, rope free solo climbing and high-level mountaineering. While participant numbers in many traditional team and individual sports such as golf, basketball and racket sports have declined over the last decade or so, participant numbers in so called extreme sports have surged. Although extreme sports are still assumed to be a Western pastime, there has been considerable Global uptake. Equally, the idea that adventure sports are only for the young is also changing as participation rates across the generations are growing. For example, baby boomers are enthusiastic participants of adventure sports more generally (Brymer & Schweitzer, 2017b; Patterson, 2002) and Generation Z turn to extreme sports because they are popular and linked to escapism (Giannoulakis & Pursglove, 2017). Arguably, extreme sports now support a multi-billion dollar industry and the momentum seems to be intensifying. Traditional explanations for why extreme sports have become so popular are varied. For some, the popularity is explained as the desire to rebel against a society that is becoming too risk averse, for others it is about the spectacle and the merchandise that is associated with organised activities and athletes. For others it is just that there are a lot of people attracted by risk and danger or just want to show off. For others still it is about the desire to belong to sub-cultures and the glamour that goes with extreme sports. Some seek mastery in their chosen activity and in situations of significant challenges. This confusion is unfortunate as despite their popularity there is still a negative perception about extreme sports participation. There is a pressing need for clarity. The dominant research perspective has focused on positivist theory-driven perspectives that attempt to match extreme sports against predetermined characteristics. For the most part empirical research has conformed to predetermined societal perspectives. Other ways of knowing might reveal more nuanced perspectives of the human dimension of extreme sport participation. This special edition brings together cutting-edge research and thought examining psychology and extreme sports, with particular attention payed to the examination of motivations for initial participation, continued participation, effective performance, and outcomes from participation. Book excerpt: By highlighting the degree to which meaning making in public policy is more a cultural struggle than a rational and analytical project, Governing Narratives brings public administration back into a political context. In Governing Narratives, Hugh T. Miller takes a narrative approach in conceptualizing the politics of public policy. In this approach, signs and ideographs—that is, constellations of images, feelings, values, and conceptualization—are woven into policy narratives through the use of story lines. For example, the ideograph “acid rain” is part of an environmental narrative that links dead trees to industrial air pollution. The struggle for meaning capture is a political struggle, most in evidence during times of change or when status quo practices are questioned. Public policy is often considered to be the end result of empirical studies, quantitative analyses, and objective evaluation. But the empirical norms of science and rationality that have informed public policy research have also hidden from view those vexing aspects of public policy discourse outside of methodological rigor. Phrases such as “three strikes and you’re out” or “flood of immigrants” or “don’t ask, don’t tell” or “crack baby” or “the death tax” have come to play crucial roles in public policy, not because of the reality they are purported to reflect, but because the meanings, emotions, and imagery connoted by these symbolizations resonate in our culture. Social practices, the very material of social order and cultural stability, are inextricably linked to the policy discourse that accompanies social change. Eventually a winning narrative dominates and becomes institutionalized into practice and implemented via public administration. Policy is symbiotically associated with these winning narratives. Practices might change again, but this inevitably entails renewed political contestation. The competition among symbolizations does not imply that the best narrative wins, only that a narrative has won for the time being. However, unsettling the established narrative is a difficult political task, particularly when the narrative has evolved into habitual institutionalized practice. Governing Narratives convincingly links public policy to the discourse and rhetoric of deliberative politics.

Book excerpt: This strategy signals a radical change in the approach to irresponsible drinking and resultant criminal and anti-social behaviour and the increasing health problems created by the current levels of alcohol consumption. In 2012-11 there were nearly 1 million alcohol-related violent crimes and 1.2 million alcohol-related hospital admissions. The problem has developed because cheap alcohol is too readily available; increasing numbers of people drink at home before going on a night out ("pre-loading"); the Licensing Act failed to deliver a cafâ culture; too many places cater for people who drink to get drunk regardless of the consequences for themselves or others; and individuals who cause the problems have not been challenged enough over their behaviour. The availability of cheap alcohol will be curtailed through the introduction of a minimum unit price for alcohol. The exact level is to be agreed, but if it was 40p, it is estimated there would be 50,000 fewer crimes each year and 900 fewer alcohol-related deaths by the end of the decade. Consultations will also aim to end multi-buy promotions. Local areas and agencies will be given powers to challenge people's behaviour and make it easier to take action against, and even close down, problem premises. Other measures include early morning restriction orders and a late night levy so that businesses open late contribute to the costs of policing. The drinks industry has a crucial role to play in changing the drinking culture towards positive socialising. And the risks of excessive consumption will be widely circulated.
