Book excerpt: The 2009 ADB Perceptions Survey gauges stakeholders' perceptions of ADB's mission to help reduce poverty and contribute to development in Asia and the Pacific. The survey, the second of its kind since 2006, was carried out among 900 opinion leaders in 31 member countries, drawn from a broad cross section of stakeholders in government, media, civil society, academia, the private sector, and development partners. Key findings reveal that stakeholders strongly acknowledge ADB's impact on development. A considerable majority of stakeholders view ADB as a trusted, reliable, and competent organization with excellent knowledge of the region. ADB also received high marks for its work in improving infrastructure and supporting regional economic cooperation and integration. At the same time, stakeholders believe that ADB could improve its performance in the areas of bureaucracy, speed, and project execution and monitoring, while doing more to strengthen governance and gender equality.

Book excerpt: The 2012 Development Effectiveness Review (DEfR) is the sixth annual corporate performance report of the Asian Development Bank (ADB). The review found that the development effectiveness review process introduced in 2008 has successfully propagated a results culture across ADB. This has led to improved performance in most areas of the results framework measuring ADB’s operational and organizational effectiveness. As a result, ADB has been able to meet an increasing proportion of its targets. It has also expanded ADB’s contributions to development outcomes in the region. Compared with 2008, the report's findings include: ADB operations are more focused on Strategy 2020 priorities, including gender mainstreaming; the quality at entry (QAE) of country partnership strategies and sovereign operations is consistently high and the QAE of nonsovereign operations has improved significantly; project start-up is more efficient; cofinancing has increased considerably; ADB coordinates more closely with other development partners and shares knowledge more effectively; ADB has more staff to support operations, and almost half of them work in resident missions to increase responsiveness to clients; resident missions are more empowered; ADB staff are more engaged and motivated; and the gender balance at ADB has improved significantly. The DEfR also highlighted areas requiring further improvement. Actions to strengthen project readiness and implementation supervision need reinforcing to raise project success and outcome achievement rates—two of the areas where performance improved but targets were not reached.

Book excerpt: Asia proved resilient to the effects of the 2008-2009 global financial crisis, but sustaining rapid growth became more difficult afterward. Development challenges intensified, the global development agenda became more ambitious, and new sources of development finance emerged. This volume shows how the Asian Development Bank (ADB) continued to reform in order to meet these challenges. A new long-term strategic framework, Strategy 2020, was launched in 2008, to respond to the changing needs of the region. A midterm review of Strategy 2020 was released in 2014, further refining and adjusting priorities in order for ADB to remain relevant and responsive to borrowers. Various organizational changes were introduced, internal business processes were improved, and several new instruments were adopted as part of ADB's efforts to become "stronger, better, faster." ADB's lending capacity expanded significantly, with the fifth general capital increase in 2009, followed by the unique and groundbreaking combination of the Asian Development Fund portfolio with the ordinary capital resources balance sheet approved in 2015. Lending reached record levels in 2015 and 2016, exceeding the earlier spike in 2009 when ADB had responded to the needs of countries affected by the global economic crisis. ADB also enhanced its accountability and results orientation, becoming the first multilateral development bank to adopt a corporate results framework in 2008.
