La investigación que sustenta este libro ha encontrado que no es el caso. Por ello, desde una concepción amplia e integradora, los autores desmenuzan el factor climático como impulsor de movimientos poblacionales; crean las taxonomías para comprender los escenarios en los que ello ocurre; e identifican las categorías de migrantes climáticos ejemplificando con datos que estudian a la luz de quienes siendo particularmente vulnerables ya han vivido este tipo de desplazamiento. Además, desde un enfoque de derechos humanos y a partir del territorio como unidad de análisis, elaboran un diagnóstico de la legislación, planes e instrumentos con los que se cuenta en México sobre el tema, y reflexionan la perspectiva de los sistemas socio-ecológicos como estrategia de respuesta. En resumen, estamos ante un libro que aborda una problemática desatendida por las agendas públicas de investigación, que nos permite comprender las dimensiones y falta de respuesta a la migración climática forzada, que nos ofrece elementos de solución desde las políticas públicas.

Els impactes del canvi climàtic i, especialment, l'escalfament global, ja es perceben arreu del món i, Mèxic, no n'és una excepció. L'adaptació al canvi climàtic, com a assumpte central en l'agenda política, jurídica i acadèmica a nivell internacional i mexicà, és un tema relativament recent i, per tant, hi ha cert retard en el coneixement generat, especialment en l'àmbit de les polítiques públiques i la regulació jurídica; així com una bretxa entre els esforços enfocats a l'adaptació i els dedicats a la mitigació. Això, ha derivat en una resposta des coordinada, fragmentada i a remolc de la mitigació, tot i reconèixer la importància de l'adaptació per reduir els danys ocasionats pel canvi climàtic i la seva necessària complementarietat amb la mitigació. Aquesta tesi doctoral, per mitjà de l'anàlisi multidisciplinari i integral del procés d'adaptació al canvi climàtic a Mèxic i la seva regulació, pretén: i) contribuir a entendre la complexitat de l'adaptació com a resposta i la seva relació amb altres sectors i estratègies; ii) reduir la bretxa existent entre la mitigació i adaptació i generar un major equilibri entre ambdues; iii) enfortir la resposta d'adaptació de Mèxic en la política i l'àmbit jurídic; i iv) desenvolupar un marc amb propostes i mesures que facilitin l'adaptació arreu del país i promoguin la justícia climàtica.

Book excerpt: Confronting Climate Uncertainty in Water Resources Planning and Project Design describes an approach to facing two fundamental and unavoidable issues brought about by climate change uncertainty in water resources planning and project design. The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.
