For every certificate issued by a commissioner to a "censes11 person desiring, or who ought to obtain a license, the commissioner shall be entitled to a fee of seventy-five cents. All such fees shall be paid by the person obtaining the certificate or transfer, as the case may be; and where the person, firm or company applies for a certificate, thd same may be withheld until the fees are paid. Be it enacted by the general assembly, That it shall not when unlawful be lawful for any person to kill or capture, or offer for sale tridges, or buy, any partridges or quail, between the first day of February and the first day of November of each year, within this state; nor shall it be lawful to capture partridges at any time by means of nets or traps of any kind until after the expiration of two years from the passage of this act. 2.
