The neoclassical model provides a precise set of objectives for policies and programs, and a means of assessing whether or not they have contributed gains. Structuralist-evolutionary theory starts from different assumptions about the behaviour of the economy, and reaches different conclusions about both the role of policy and the substance of policy evaluation. The programs evaluated are the Defence Industry Productivity Program (DIPP), the Industrial Research and Development Incentives Act (IRDIA), the Program for the Advancement of Industrial Technology (PAIT), the Enterprise Development Program (EDP), and the Industrial and Regional Development Program (IRDP).

Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.
