The situation is especially grave in areas populated by ethnic minorities, many of which have been affected by decades of armed conflict, and in the Irrawaddy Delta, where in May 2008 some 130,000 people were killed and over two million made homeless by Cyclone Nargis. The military government is deeply unpopular, and further episodes of mass protest similar to those that occurred in August and September 2007 cannot be ruled out. However, strategic options for elite-level regime change in the country remain limited. Therefore, local and international actors should focus on incremental approaches to democratization, and in particular on the roles of local communities and NGOs. The past decade has seen an expansion of previously dormant civil society networks, especially within and between ethnic nationality communities. This development has been particularly significant in areas affected by ceasefires between armed ethnic groups and the military government. The capacities and strategic importance of local NGOs were demonstrated by the impressive civil society responses to the cyclone. At the local level, models of community participation and the promotion of democracy from below can help to transform state-society relations and patterns of governance, including in ceasefire areas. At the national/elite level, the development of civil society is a prerequisite for sustainable democratic change. Although the promotion of civil society is necessary, it is not sufficient to achieve social and political transition in Burma. Furthermore, community networks are vulnerable to suppression by the militarized state and by armed nonstate actors. Such tendencies were demonstrated during the national referendum of May 2008, when the government engineered the endorsement of a new constitution designed to consolidate and perpetuate military rule. The challenge for the international community is to work within the constricted environment of military-ruled Burma in ways that promote positive change - but without exposing local partners to unacceptable risks.

It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

Informed by research during Myanmar's decade of partial civilian rule (2011–2021), Gerard McCarthy examines how ideals and practices of non-state welfare can both sustain democratic resistance and undermine social reform over time. Rather than expand government-led social action funded by direct taxation, grassroots activists and democratic leaders after 2011 variously framed government social action as ineffective, undesirable, and even corrosive of civic norms. They instead encouraged citizens to be "self-reliant" and support each other, including during disasters. Powerful tycoons filled the social gap, using public philanthropy to remake their reputations and to defend their ongoing expropriation of land and state assets from potential democratic redistribution. With non-state social actors more important than ever following Myanmar's return to dictatorship in 2021, Outsourcing the Polity casts new light on the lasting legacies of outsourcing for distributive politics.

Book excerpt: This study examines the enormous variation and complexity that characterize relationships between the national state and locally-based, often non-state actors who negotiate and compete for political authority in Burma’s ethnic minority-dominated states along the borders. Three patterns of relationships are explored: devolution by the national state to warlord-like local authorities; occupation by the Burmese military; and coexistence (with varying degrees of cooperation and understanding) among actors from the national state and local stakeholders. Throughout these border states, leaders of the Burmese government’s armed forces and of past and currently-active armed opposition forces operate within a context that is neither war nor peace, but instead a kind of post-civil-war, not-quite-peace environment. To understand the complex political arrangements that have arisen in this environment, this monograph employs the concept of “emerging political complex” — a set of adaptive networks that link state and other political authorities to domestic and foreign business concerns (some legal, others illegal), traditional indigenous leaders, religious authorities, overseas refugee and diaspora communities, political party leaders, and nongovernmental organizations. All of these players make rules, extract resources, provide protection, and try to order a moral universe, but none of them are able, or even inclined, to trump the others for monolithic national supremacy. Conflict resolution strategies have to recognize that these emerging political complexes are not simply unfortunate bumps in the road to peace but instead constitute intricate and evolving social systems that may continue to be adapted and sustained.

James C. Scott’s seminal work on ‘The Moral Economy of the Peasant’ argued that peasant notions of subsistence and expectations of reciprocity formed the basis for subsequent rebellion as economic conditions changed and new market forces were introduced. Now, nearly a century on, Michael Griffiths argues that the conditions faced by rural communities in Myanmar remain precarious, but different forms of moral economy shape their responses. In the contemporary context, the moral economy of rural communities is characterized by the emergence of localized, self-organized community welfare associations which adopt a sophisticated iteration of self-help framed by the Buddhist concept of parahita (altruism). This book analyses the performative nature of these welfare organizations as a form of politics, asking how notions of citizenship expressed in these organizations promote more inclusive, or more exclusive practices towards non-Buddhist minorities. At a time when discourse on identity in Myanmar has been dominated by practices of othering and exclusion, this book provides an important analysis of what citizenship and reciprocity means in contemporary rural Myanmar.
