Il tente de comprendre pourquoi les phénomènes aux conséquences les plus morbides ou les menaces les plus pesantes, à diverses échelles, ne font que rarement l'objet d'actions concrètes et efficaces. La sociologie de l'environnement est encore balbutiante. C'est au moment historique où la conscience sociale des problèmes d'écologie est la plus aiguë, qu'il convient de constituer réellement cette discipline en la structurant au plan conceptuel et en l'alimentant au plan factuel. Il s'agit d'enjeux non seulement de connaissance mais encore d'action de réforme. C'est à cette double perspective que ce livre prétend contribuer en passant du face à face opposant les acteurs dans le passé et le présent, au vis-à-vis par lequel l'environnement est mis en actes et en normes, avant d'aborder les recompositions du champ des questions socio-environnementales.

Ecological stakes are deemed to be global, but global public decisions are rare and implemented with difficulty. Dissensus prevails on environmental ethics and there is little evidence of any greening of policy tools. The global framing of the environment fails to account for how people relate to the ecological realities which surround them. Rather than placing the environment at a distance, Politicization of Ecological Issues advocates for building legitimacy from people’s perceptions of singular forms and patterns in their environment. Based on scholarly literature in political ecology and empirical cases of water policy in Europe, the book shows how the qualification of environmental realities has been politicized and translated into motives for public action. Similarly, it argues that theoretical debates addressing the ecological crisis are not only dealing with ideas, but rather advocating for specific environmental forms that are deemed to be motives of hope or worry.

This unequivocal link between climate change and human activity requires an urgent, world-wide shift towards a low carbon economy and coordinated policies and measures to manage this transition. The starting point and core idea of this book is the long-held observation that the threat of climate change calls for a change of climate in economics. Inherent characteristics of the climate problem including complexity, irreversibility and deep uncertainty challenge core economic assumptions and mainstream economic theory appears inappropriately equipped to deal with this crucial issue. Kevin Maréchal shows how themes and approaches from evolutionary and ecological economics can be united to provide a theoretical framework that is better suited to tackle the problem.
