Carefully performed, explicit policy analyses designed to develop recommendations for action dealing with real political problems can be legitimate scholarly endeavors. The document pursues the thesis that methodologies and guiding principles for the conduct of such studies can be formulated, just as they have been for the empirical research, and more effort should be devoted to cultivating the methods for doing them.
