Book excerpt: The handling of actinides and actinide-based materials provides significant technological challenges due to the toxicity and radioactivity associated with these materials. These challenges are particularly apparent in the nuclear power industry. Under normal operation, a reactor can produce a significant amount of spent fuel requiring subsequent containment for geologic times, and under accident conditions it can release lethal doses of radioactive material to the environment. Inevitably, radioactive material will enter the environment, necessitating as complete an understanding as possible of its behavior. An understanding of the interaction between actinides and the environment must be based on a knowledge of their basic physical and chemical properties. To date, although there is general agreement on the principles for waste disposal, no facility has been built for the long term disposal of high level radioactive waste from either normal reactor operations or from accidental catastrophes. This makes it most important for the scientific and technical community to develop the necessary cross-disciplinary understanding that will help us implement safe and secure waste management, accident remediation and accident prevention systems.

Actinide-bearing wastes have also accumulated in different countries as a result of nuclear weapons production. Excess weapon and civil Pu from commercial spent fuel is waiting for environmentally-safe immobilisation. As actinides are chemical elements with unique features, they could be beneficially used in different areas of human life including medicine although currently there is no appropriate balance between safe actinide disposal and use. Both use and disposal of actinides require their immobilisation in a durable host material. The choice of an optimal actinide immobilisation route is often a great challenge for specialists. There is a wealth of information about actinide properties in many publications although little is published to summarise the currently accepted approaches and practices on actinide immobilisation. This book intends to provide such information based on the authors' experience and studies in nuclear material management and actinide immobilisation.

To remain consistent with the plan of the first edition, “ ... to provide a comprehensive and uniform treatment of the chemistry of the actinide [and transactinide] elements for both the nuclear technologist and the inorganic and physical chemist,” and to be consistent with the maturity of the field, the fourth edition is organized in three parts. The first group of chapters follows the format of the first and second editions with chapters on individual elements or groups of elements that describe and interpret their chemical properties. A chapter on the chemical properties of the transactinide elements follows. Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.
