Human activities caused its desiccation and the formation of a huge new desert, the Aralkum, which can be regarded as one of the greatest ecological catastrophes and - at the same time - the largest primary succession experiment of mankind. This volume brings together the results of international and interdisciplinary long-term studies on the new desert ecosystem and is divided into four main sections. Book excerpt: The project was designed to address the following interlinked barriers preventing sustainable land and forest management outcomes and building resilience to climate change in Kyrgyz mountain ecosystems: inadequate legal framework for sustainable forest and land management, inadequate land tenure reforms, outdated approaches to sustainable forest and land management, and limited capacity of local institutions. The project’s overall objective is to enhance the enabling environment in the forestry and agricultural sectors and sustain the flow of ecosystem services, including enhancement of carbon stocks in forests and agro-ecosystems through the sustainable management and enhanced productivity of mountainous silvo-agro-pastoral ecosystems, and to improve productivity and mountain livelihoods in the Kyrgyz Republic. Overall, the evaluation rated the project as “moderately satisfactory”, with several examples of positive new approaches introduced by the project into forestry, agriculture and pasture management. The evaluation included specific recommendations not only to FAO, but also to the national forestry service. One of the innovative recommendations is to revisit the project sites in five to ten years to check certain success factors, such as the tree survival rates.

Book excerpt: This title was first published in 2000: The book analyses the development of arctic environmental cooperation since the late 1980s until the establishment of the Arctic Council in 1996. The study is based on the discourse analysis of statement, documents and interviews by the different actors in the cooperation. In this book, the problem of the environment is seen as a problem of order: it is a problem of ordering relations among related actors, of ordering priorities of action and of ordering relations between different institutional arrangements locally, regionally and internally. Three discourses were found in the cooperation: discourses of sovereignty, knowledge and development. In the discourse of sovereignty, the development of relations between state and indigenous peoples in terms of international environmental cooperation is central. In the discourse of knowledge, the different forms of knowledge and the role of different producers of knowledge in cooperation has been discussed. The discourse of development focuses on the idea of sustainable development and its applications in defining the future of the Circumpolar North and the activities of the Arctic Council. The arctic cooperation can be understood as a regional effort to make an order of sustainability into practice.

Book excerpt: With the demise of the Old Regionalist project of achieving good regional governance through amalgamation, voluntary collaboration has become the modus operandi of a large number of North American metropolitan regions. Although many researchers have become interested in regional collaboration and its determinants, few have specifically studied its outcomes. This book contributes to filling this gap by critically re-evaluating the fundamental premise of the New Regionalism, which is that regional problems can be solved without regional/higher government. In particular, this research asks: to what extent does regional collaboration have a significant independent influence on the determinants of regional resilience? Using a comparative (Canada-U.S.) mixed-method approach, with detailed case studies of the San Francisco Bay Area, the Greater Montreal and trans-national Niagara-Buffalo regions, the book examines the direct and indirect impacts of inter-local collaboration on policy and policy outcomes at the regional and State/Provincial levels. The book research concentrates on the effects of bottom-up, state-mandated and functional collaboration and the moderating role of regional awareness, higher governmental initiative and civic capital on three outcomes: environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to highlight those conditions that favor collaboration and might help avoid the collaborative trap of collaboration for its own sake. More specifically, this research concentrates on the effect of bottom-up, state-mandated and functional collaboration, the moderating role of regional awareness, governmental initiative and civic capital on environmental preservation, socio-economic integration and economic competitiveness.
