Book excerpt: Speaking Private Authority: The Construction of Sustainability in Forests and Fisheries expands upon current understandings of the emergent global phenomenon that is private authority. As private authority is becoming increasingly important in the conduct of global governance, broadening our collective understanding of it will prove beneficial. Roberto J. Flores argues that private actors are not simply outgrowths of existent social structures or material conditions, rather they are purposive agents strategically pursuing an agenda. Therefore, explaining private authority requires an examination of the constitutive elements that underlie this social phenomenon––to which the author applies an analytical framework that combines social network theory with discourse analysis. The author applies these tools to two cases taken from the environmental sector––forests and fisheries—and finds that as environmental politics takes on an increasingly networked character the actors that are best able to generate and wield private authority are those that strategically place themselves in-between networks through the construction of discursive nodal points around which competing actors are forced to converge—at the level of identity. The case studies specifically look at how particular actors leveraged construction of the sustainable development concept in order to strategically place themselves in advantageous positions for exercising private authority.

What ought to be the new global architecture? Amitai Etzioni follows a third way, drawing on both neoconservative and liberal ideas, in this bold new look at international relations. Eastern values, including spirituality and moderate Islam, have a legitimate place in the evolving global public philosophy. Global civil society does help, but without some kind of global authority, transnational problems will overwhelm us. It achieved truly canonical preeminence when it became one of the Four Books compiled and annotated by the Southern Song dynasty philosopher Zhu Xi (1130-1200). Within the compass of world literature, the influence of these books (Analects of Confucius, Great Learning, Zhongyong, and Mencius) on the Sinitic world of East Asia has been no less than the Bible and the Qu'ran on Western civilization. With this new translation David Hall and Roger Ames provide a distinctly philosophical interpretation of the Zhongyong, remaining attentive to the semantic and conceptual nuances of the text to account for its central place within classical Chinese literature. They present the text in such a way as to provide Western philosophers and other intellectuals access to a set of interpretations and arguments that offer new insights into issues and concerns common to both Chinese and Western thinkers. In addition to the annotated translation, a glossary of terms gives in concise form important senses of the terms that play a key role in the argument of the Zhongyong. An appendix addresses some of the more technical issues relevant to the understanding of both the history of the text and the history of its English translations. Here the translators introduce readers to the best contemporary textual studies of the Zhongyong and make use of the most recent archaeological discoveries in China to place the work within its own intellectual context.
