Although the state has accorded priority to the socioeconomic development of the agricultural and rural sector, that objective, the author claims, has been political, not socioeconomic. Over time conventional indicators show that the sector has not received sufficient financial support and has lacked the political will to obtain the assigned goals. The study also examines the nature of the state in Zaire and calls for the mastery of the state as the sine qua non without which Zaire will remain in its present state of underdevelopment.
