Book excerpt: Illustrated by a detailed comparative examination of mining regulations and environmental impact assessment (EIA) in the USA (the second largest producer of coal in the world) and Indonesia (the eighth largest and most rapidly growing), this book argues that the degree of policy integration often determines the success or failure in controlling environmental effects of mining operations. Comparison of surface mining regulation in the two countries provides some stark contrasts, some surprising results concerning the diffusion of policy innovations from one country to another, and instances of both policy success and failure. The book provides significant new insights into international relations and comparative environmental policy, particularly as they affect rainforests and biodiversity. It also suggests that if mining environmental policy were to be effectively implemented, the environmental degradation caused need not be permanent.

It questions whether developing countries are indeed ready and able to implement new ideas from the developed world, such as the integration of environmental law, and use of market-oriented instruments. The authors draw insights from the case of Indonesia, where they have experience of drafting environmental legislation, and which is itself in the early stages of development. Through these insights they seek to understand why environmental law that has been well developed in theory, can in practice be difficult to monitor and adequately enforce. Indeed, a further question central to the book is why developing environmental law does not necessarily result in an efficient environmental policy. Specifically, Javanese political philosophy and traditions within each pillar of Tanah-Air have influenced continuity rather than change in the evolution of Indonesia’s maritime policy. This book helps readers understand how the defining theme of unity in national political culture has shaped the evolution of Indonesia’s maritime policy from 1945 to 2019. It illustrates how the continuous influence of the theme of national unity as devised by the political elites through history has addressed the realities of the archipelago’s geography, and it is significant from both an academic and practical policy perspective.
