Book excerpt: The diamond fields of Chiadzwa, among the worlds largest sources of rough diamonds have been at the centre of struggles for power in Zimbabwe since their discovery in 2006. Against the backdrop of a turbulent political economy, control of Chiadzwas diamonds was hotly contested. By 2007 a new case of blood diamonds had emerged, in which the countrys security forces engaged with informal miners and black market dealers in the exploitation of rough diamonds, violently disrupting local communities and looting a key national resource. The formalisation of diamond mining in 2010 introduced new forms of large-scale theft, displacement and rights abuses. Facets of Power is the first comprehensive account of the emergence, meaning and profound impact of Chiadzwas diamonds. Drawing on new fieldwork and published sources, the contributors present a graphic and accessibly written narrative of corruption and greed, as well as resistance by those who have suffered at the hands of the minerals secretive and violent beneficiaries. If the lessons of resistance have been mostly disheartening ones, they also point towards more effective strategies for managing public resources, and mounting democratic challenges to elites whose power is sustained by preying on them.

Book excerpt: Despite expectations that the celebrated second wave of constitutional democracy in the 1990s would facilitate economic development, Africa remains the continent with the highest level of poverty in the world. The fight against poverty hinges on a vibrant economy that creates jobs and income by generating enough revenue to enable the state to take pro-development measures. However, instead of the economic benefits that were supposed to accrue from the constitutional reforms of the last three decades (including entrenching a market economy), African economies remain weak, a situation that has been aggravated by the COVID-19 pandemic. By focusing on the relationship between constitutionalism and economic growth in Africa, this volume addresses five questions: (1) In the constitutional reforms of the 1990s and thereafter, did constitutions also reflect the shift towards a market economy, and if so, in what manner? (2) Given that agriculture and extractive industries are the main sources of state revenue in many African economies, how are matters of land and other natural resources dealt with constitutionally? (3) Where the market economy is captured in a constitution, what is the state's relationship to that economy: interventionist or laissez-faire, or somewhere in between? Have constitutions also established a 'social' state that provides its citizens with the basic elements of a dignified life? (4) In the process of constitution-making and implementation concerning the economy, what impact has globalization had on constitutionalism and economic growth in Africa? (5) Finally, how has the relationship between constitutionalism and economic growth played out in practice? Is there a symbiotic relationship? Book excerpt: This report takes an in-depth look at how the global drug trade has turned the West African nation into a crossroads of instability. Over the past decade, interdiction efforts in the Americas coupled with strong market forces in Europe have resulted in a growing transit of cocaine and other narcotics from Latin America across the Atlantic to West Africa and then into Europe. The report identifies three inter-woven trends that have contributed significantly to Guinea-Bissau's crises: First, a significant deterioration in civil-military relations over the last decade has led to increased political meddling by military officers, fragmentation within the security forces, and a sharp decline in military professionalism, according to the report. Second, a disproportionate concentration of power residing in the presidency has led to intense and oftentimes unproductive competition for control over the Office of the President. Finally, the rise of the narcotics trade in Guinea-Bissau has exacerbated many of the country's governance problems. "[T]he drug trade has amplified the level of instability in the country and refutes the common assumption that transshipment of drugs has a benign effect on the transited country." These events have directly contributed to instability in Senegal, Guinea, Liberia, Mali, Mauritania, Nigeria, and elsewhere in Africa. Meanwhile, emerging ethnic tensions, especially within the military, have complicated the country's cycle of crises. The report provides detailed recommendations for how to address Guinea-Bissau's complex challenges. The challenges faced by Guinea-Bissau, and the policies and strategies developed to address those challenges, provide valuable lessons for dealing with the challenges of narco-states emerging elsewhere on the continent.
