Book excerpt: Pursuant to a legislative requirement, GAO determined whether the Department of Defense (DOD) has effectively implemented the Defense Acquisition Workforce Improvement Act. GAO found that: (1) DOD has established an acquisition workforce management structure and issued implementing policies and regulations as required by the act; (2) DOD has identified and designated 127,000 acquisition workforce positions, but the process of determining specific qualifications of each member of the workforce is time-consuming and delays in the process may lengthen the time individuals take to meet qualification requirements; (3) uncertainties and concerns exist within DOD regarding the intent and implementation of the act's requirement to select the best qualified individual for an acquisition position and ensure that no preference is given to military personnel; (4) administrative and legal concerns have resulted in actions that do not achieve the act's objectives; (5) additional uncertainties exist concerning the act's requirement to substantially increase the proportion of civilians in critical acquisition positions; and (6) DOD is experiencing difficulties in developing the required management information system.

Book excerpt: The Director, Acquisition Education, Training and Career Development, tasked LMI to review the Services' and two Defense Agencies' implementation of the Defense Acquisition Workforce Improvement Act (DAWIA). This review serves as a "baseline," achieving two purposes: providing a foundation for comparing current programs among agencies for possible standardization and potential improvements, and forms a benchmark against which subsequent change can be measured. Overall, the Services and Defense Agencies are operating solid programs to manage the acquisition workforce and complying with DAWIA requirements. In addition, this review noted 15 Best Practices and 4 areas of concern (which are noted by text boxes in the margin of the report) . This review captured the programs as a "snapshot" in time. They will change as the initiatives recommended by the Acquisition 2005 Task Force are implemented. For this reason, we recommend a similar study or review be conducted in Spring 2002 to measure the change.

Book The Defense Acquisition Workforce Improvement Act Five Years Later

Available in PDF, EPUB and Kindle. Book excerpt: The Defense Acquisition Workforce Improvement Act (DAWIA), Public Law 101-510, Title 10 U.S.C. was enacted to improve the effectiveness of the personnel who manage and implement defense acquisition programs. As part of the fiscal year 1991 Defense Authorization Act, it called for establishing an Acquisition Corps and professionalizing the acquisition workforce through education, training, and work experience. While the Act applied to both civilian and military personnel, it emphasized the need to offer civilians greater opportunities for professional development and advancement. This study examines the state of defense acquisition workforce management five years after the law was enacted. The authors will not provide a comprehensive review of DAWIA implementation throughout the entire Department of Defense (DoD), but will instead focus on selected areas. They look across military departments and defense agencies to compare and contrast their policies and procedures regarding how they manage their acquisition workforce. The primary focus is on issues pertaining to civilians, since they make up the majority of the defense acquisition workforce and are a special emphasis area in DAWIA. The authors found that much progress has been made over the past five years, and that the DoD Components have achieved significant gains in improving the quality of their acquisition workforce. But more remains to be done. Their analysis shows that two main areas need improvement: diversity of policies and practices, and disparity between civilian and military opportunities. This paper provides data to support these two findings and offers some strategies to overcome them.

This book was released on 1993 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the years, the Department of Defense (DOD) has undertaken several initiatives to improve its weapon systems acquisition process. Nevertheless, DOD's management of acquisition programs is often the source of much public and congressional criticism. To address this criticism, Congress enacted the Defense Acquisition Workforce Improvement Act (10 USC 1701 et seq.) on November 5, 1990. The intent of the act is to professionalize DOD's acquisition work force. It established education, training, and experience requirements that take effect over a 3-year period, beginning in October 1991. The act permits DOD officials to waive specific qualification requirements pertaining to program managers and other acquisition personnel. It also requires that, through 1998, we annually report on DOD's compliance with the act's waiver provisions. This is our second required report. We are also reporting on DOD's overall implementation of the act in a separate report.

Book excerpt: To address long-standing criticisms of the Department of Defense's (DOD) management of acquisition programs, Congress enacted the Defense Acquisition Workforce Improvement Act on November 5,1990. The act was intended to professionalize DOD'S acquisition workforce by establishing education, training, and experience requirements that were to take effect over a 3-year period, beginning October 1991. The act permits DOD officials to waive specific qualification requirements if (1) unusual circumstances justify the waiver or (2) the individual's qualifications obviate the need for meeting the requirements. It also requires that, through 1998, the GAO office annually report on DOD compliance with the act's waiver provisions. This is our fourth waiver report. We have also reported on DOD'S overall implementation of the act. We provided DOD acquisition officials a draft of this report and we discussed the report results with officials from the Army, the Navy, the Air Force, and the Office of the Secretary of Defense. The officials generally concurred with the information in this report. (RWJ).
