Book excerpt: This version of the Safety Risk Management Guidance for System Acquisitions (SRMGSA) cancels SRMGSA Version 2.0. It applies to acquisitions that have a potential effect on safety risk in the National Airspace System (NAS) when the acquired systems are operationally fielded. The SRMGSA includes information pertaining to the Federal Aviation Administration (FAA) Acquisition Management System (AMS) changes, Next Generation Air Transportation System (NextGen) Portfolio Management, and Integrated Safety Management. The body of the document contains only high-level policy and guidance concerning Safety Risk Management (SRM) in acquisitions. The SRMGSA defines the scope, purpose, objectives, and required activities of the FAA's systems safety effort as it applies to SRM for all system acquisitions that provide Communication, Navigation, and Surveillance (CNS), Air Traffic Management (ATM), and other services in the NAS.The SRMGSA applies to all personnel in the ATO performing safety risk assessments on system acquisitions and is of interest to those performing a similar role for the Assistant Administrator of the Office of NextGen (ANG), the Office of Airports (ARP), or other FAA Lines of Business (LOBs). The SRMGSA embodies and contributes to the spirit of the FAA's safety culture. A positive safety culture places a pervasive emphasis on safety and promotes: an inherently questioning attitude, a resistance to complacency, a commitment to excellence, the involvement and accountability of management, and the fostering of personal accountability and corporate self-regulation in safety matters.

This guide is supplemented by Defense Acquisition University (DAU) Risk Management Continuous Learning Module (key words: risk management and course number CLM017). The Office of the Secretary of Defense (OSD) office of primary responsibility (OPR) for this guide is OUSD(AT&L) Systems and Software Engineering, Enterprise Development (OUSD(AT&L) SSE/ED). This office will develop and coordinate updates to the guide as required, based on policy changes and customer feedback.

Book excerpt: Nondevelopmental Items (NDI) acquisition programs are enjoying popular support as faster, cheaper alternatives to new start research and development programs. Unfortunately, DoD policy on risk management in NDI programs is lacking. In the new, less-restrictive DoD Directive 5000.1 Acquisition Policy and DoD Regulation 5000.2-R, the program manager (PM) is expected to tailor risk management practices to the needs of the program. Tailoring DoD risk management policy to support NDI program management leaves the PM too much guesswork. An NDI PM's risk management program cannot reasonably benefit from DoD risk management guidance, procedures, and tools because he or she is focused on new development program risks and risk management practices. Missing is any explicit consideration of unique NDI risks and risk management requirements. NDI PMs need more structured policy and instruction regarding NDI risk management for the streamlined, accelerated NDI acquisition environment. A lesson that we have learned is that we need a published risk management plan as the source of NDI risk management program decisions and actions. This article makes specific recommendations for including NDI risk management in DoD policy. An NDI is a previously developed federal, state, local, or foreign government item with little or no development effort required (5000.2-R, Part 3). NDI acquisition strategies look to governments or commercial vendors as sources for a developed and available item. DoDD 5000.1 encourages the armed services to use the most cost-effective materiel solution over a system's life cycle. The first choice among materiel alternatives after buying commercial off-the-shelf items is to procure or modify previously developed U.S. military or Allied systems or equipment.

This need is brought out in a case study of the Forward Area Air Defense Sensors Product Office which attempts to implement sound risk management into its NDI products without the benefit of definitive NDI risk identification, assessment, or response policy material. A lesson learned is the need for a published Risk Management Plan as the source of NDI risk management program decisions and actions. Specific recommendations are contained for inclusion in DOD policy with respect to NDI risk management.

Three areas of risk management will be examined in the form of good projections of technology maturation, achievable requirements, and producibility. Technology maturation risk will examine the technologies being pursued by major defense acquisition programs and whether the available technologies were underdeveloped at Milestone B based on technology readiness levels (TRL). The requirements investigation will examine how well the program was able to define requirements, map requirements against achievable near term technology, and keep requirements from expanding beyond the core set needed for the mission (what many refer to as "mission creep"). Producibility risk, defined as the ability to produce end items within the projected cost and schedule, will be examined in terms of overall program cost and schedule growth or program restructurings. Some major defense acquisition programs as case examples will be examined to determine influencing factors that affect program acquisition that are beyond the ability of the program office to control. Recommendations are included for areas of further study.

The objective of this report is to offer tangible guidance on establishing Technology Readiness Levels (TRLs) for space software and provide further insights into all dimensions of technology risk mitigation. To illustrate key points, a comparison of technology risk management within conunercial, market-driven companies versus currently codified risk management methods of the defense acquisition community is provided.
