I remember when he addressed the House, was it a year or so ago, and he opened his statement, and said something like, 4 months ago I was in jail and wasn't allowed to speak, and here I am before the Congress. And my situation is somewhat similar. Four months ago I wasn't allowed to speak in this committee, at the last hearing in the full committee, and here I am today chairing a panel. So it's an exciting time for me. I want to take this opportunity to welcome everyone to this first hearing of the newly created Subcommittee on Civil Service of the Government Reform and Oversight Committee. The early burst of excitement which was spawned by the development and successful applications of linear programming to problems in both the public and private sectors has challenged researchers to develop even more sophisticated methods to deal with the complex nature of decision making. Sophistication, however, does not always trans 1 ate into more complex mathematics. Professor Thomas L. Saaty was working for the U. S. Defense Department and for the U. S. Department of State in the late 1960s and early 1970s. In these positions, Professor Saaty was exposed to some of the most complex decisions facing the world: arms control, the Middle East problem, and the development of a transport system for a Third World country. While having made major contributions to numerous areas of mathematics and the theory of operations research, he soon realized that one did not need complex mathematics to come to grips with these decision problems, just the right mathematics! Thus, Professor Saaty set out to develop a mathematically-based technique for analyzing complex situations which was sophisticated in its simplicity. This technique became known as the Analytic Hierarchy Process (AHP) and has become very successful in helping decision makers to structure and analyze a wide range of problems.

Book excerpt: The RACCP (hazard analysis critical control point) concept for food products was an outgrowth of the US space program with the demand for a safe food supply for manned space flights by the National Aeronautics and Space Administration (NASA). The original work was carried out by the Pillsbury Company under the direction of Roward E. Bauman, who as the author of chapter 1 describes the evolution of the RACCP system and its adaptation to foods. The second chapter discusses the adoption of RACCP principles and explains how they fit into the USDA and FDA meat, poultry and seafood inspection systems. The next chapter discusses how RACCP principles can be extended to production of meat, poultry and seafoods, a most important area involved in producing a safe food supply. Chapter 4 deals with the use of RACCP in controlling hazards encountered in slaughtering and distribution of fresh meat and poultry, while chapter 5 discusses the problem - both spoilage and hazards - involved in processing and distribution of meat, poultry and seafood products. Chapter 6 covers the entire area of fish and seafoods, including both fresh and processed products from the standpoints of spoilage and hazards.

This high level of fertilizer applications is essential to supply the necessary food for increasing populations and to meet higher demands for animal and plant products. Effects of fertilizer use on the environment should show first in countries where fertilizers have been used intensively for some time and where consumption is steadily rising. It is the experience gained in such countries which is being discussed below with a view to assessing the impact of fertilizers on the human environment, including the development of methods for recognizing and minimizing any undersirable consequences which may be produced. It should be realized that high densities of human population combined with intensive crop and livestock production have led to the production of organic wastes at a rate too high for natural processes to convert it in ecologically safe compounds. Therefore both direct and indirect effects of intensive fertilizer use have been reviewed.
