Book excerpt: A high level of literacy in both print and digital media is required for negotiating most aspects of 21st-century life, including supporting a family, education, health, civic participation, and competitiveness in the global economy. Yet, more than 90 million U.S. adults lack adequate literacy. Furthermore, only 38 percent of U.S. 12th graders are at or above proficient in reading. Improving Adult Literacy Instruction synthesizes the research on literacy and learning to improve literacy instruction in the United States and to recommend a more systemic approach to research, practice, and policy. The book focuses on individuals ages 16 and older who are not in K-12 education. It identifies factors that affect literacy development in adolescence and adulthood in general, and examines their implications for strengthening literacy instruction for this population. It also discusses technologies for learning that can assist with multiple aspects of teaching, assessment,and accommodations for learning. There is inadequate knowledge about effective instructional practices and a need for better assessment and ongoing monitoring of adult students' proficiencies, weaknesses, instructional environments, and progress, which might guide instructional planning. Improving Adult Literacy Instruction recommends a program of research and innovation to validate, identify the boundaries of, and extend current knowledge to improve instruction for adults and adolescents outside school. The book is a valuable resource for curriculum developers, federal agencies such as the Department of Education, administrators, educators, and funding agencies.

Federal- and state-funded programs and volunteer organizations are involved with adult literacy. Increasingly, corporations are funding adult literacy projects. Adults read for different reasons than they did when in school. Their reading relates to work-related tasks; they read to keep up with current events or for their own enjoyment. A first goal of an adult literacy program should be to enhance the self-esteem and self-concept of low-literate adults. Appropriate instructional strategies are the language experience approach; cooperative learning; dialogue journals; books on tape; tutor as a model for oral reading; cloze procedure; graphic organizers; Know, Want to Know, Learned; and computers. Effective assessment methods are standardized and competency tests, checklists, and portfolios. Programs that show the diversity of adult literacy programs in the United States are intergenerational adult literacy projects; Project: Learn, a literature-based adult literacy program; Siskiyou County READ (Reading, Education, and Development) Project, a rural adult literacy effort; workplace literacy programs; Project Literacy United States; and volunteer efforts. Book excerpt: Goal 5 of the National Education Goals states that by the year 2000 every adult American will be literate and possess knowledge and skills necessary to compete in a global economy. An in-depth review of current research and literature on issues related to adult literacy and lifelong learning was conducted. The review focused on the following issues related to literacy and lifelong learning: the school-to-work transition; opportunities for training in the skills needed to adapt to emerging technologies, work methods, and markets; programs to meet the needs of part-time and midcareer students; projected increases in enrollments in college programs; and outcomes of college education related to critical thinking, effective communication, and problem solving. The following are among the major findings of research in these areas: (1) more adults are completing more years of education, and this trend will likely continue into the next century; (2) increasingly, adults are learning at all ages and in settings that vary widely with respect to degree of formality and organization; (3) technological advances are providing adults with more opportunities and options for controlling timing and setting of learning and are enabling postsecondary students to balance their time between work and education; and (4) ever-changing work environments require recurrent education. The literature review also revealed that there is little consensus on the definition of literacy and on what constitutes knowledge for citizenship and curricular areas likely to contribute to good citizenship. Freirean was the name for Brazilian educator Paulo Freire, the approach is also referred to as the problem-posing approach (Auerbach & Wallerstein, 1987;Wallerstein, 1983), the psycho-social approach (Hope, Timmel, & Hodzi, 1984; Fargo, 1981), the learner-centered approach (Anorve, 1989), the liberatory approach (Shor & Freire, 1987; Facundo, 1984), and the participatory approach (Jurmo, 1987). It has been used in the developing world in successful native and second language literacy projects sponsored by governments and international voluntary organizations in both rural and urban settings. In the United States, many community-based organizations have used the approach in their nonformal educational programs for developing basic literacy in English, native languages other than English, and English as a second language. Because the Freirean approach goes by a number of different names and Freire's ideas have had such an impact on adult education internationally, there are many literacy educators in the United States who have incorporated elements of the approach into their teaching without realizing that they have been influenced by Paulo Freire. In Freirean terms, culture "includes how people labor, create, and make life choices" (Wallerstein, 1983, p. 5). Culture is not a static set of customs, religious beliefs, social attitudes, forms of address and attire, and foods; rather, it is a dynamic process of transformation and change laden with conflicts to resolve and choices to be made both individually and as a community. Jurmo (1987) categorizes Freire as an exponent of "literacy for social change" because Freire argues that unjust social conditions are the cause of illiteracy and that the purpose of adult basic education is to enable learners to participate actively in liberating themselves from the conditions that oppress them. This liberatory aspect of Freire's philosophy is important for program management as well as for learning. Many programs following the Freirean approach have adopted management structures that give students significant control over the direction of present and future educational activities (Jurmo, 1987; Collins, Balmuth, & Jean, 1989).

Book excerpt: The National Assessment of Adult Literacy (NAAL) is a household survey conducted periodically by the Department of Education that evaluates the literacy skills of a sample of adults in the United Stages ages 16 and older. NAAL results are used to characterize adults' literacy skills and to inform policy and programmatic decisions. The Committee on Performance Levels for Adult Literacy was convened at the Department's request for assistance in determining a means for booking assessment results that would be useful and understandable for NAAL'S many varied audiences. Through a process detailed in the book, the committee determined that five performance level categories should be used to characterize adults' literacy skills: nonliterate in English, below basic literacy, basic literacy, intermediate literacy, and advanced literacy. This book documents the process the committee used to determine these performance categories, estimates the percentages of adults whose literacy skills fall into each category, recommends ways to communicate about adults' literacy skills based on NAAL, and makes suggestions for ways to improve future assessments of adult literacy.

The main focus is a descriptive analysis of three distinctive schools of literacy: the Freirean-based participatory literacy movement grounded in oppositional politics and grass-roots community activism; the British-based New Literacy Studies that focuses on the ways in which diverse students utilize various literacy practices in their daily lives; and the U.S. federal government's focus on functional literacy linked to a 45-year policy emphasis on workforce readiness. These three schools of thought lead to substantially different implications over such critical areas as curriculum, assessment and accountability, and the socio-cultural role of literacy, policy, and political culture, which are discussed throughout the chapters of the book. This discussion includes a chapter on research traditions that closely parallels these perspectives on literacy education. Demetrion argues that unless values grounded ultimately in political culture emerge, it is exceedingly unlikely that the adult literacy field will be able to move from its current marginalized status toward that of achieving the level of public and policy legitimacy many believe it needs for its long-term institutional flourishing. It is argued that any settlement of this issue must be accomplished in the field of practice rather than the ground of theory, even as theoretical insight can help to frame the issues. Conflicting Paradigms in Adult Literacy Education: In Quest of a U.S. Democratic Politics of Literacy speaks to a wide audience, including not only the adult literacy community, but anyone interested in educational theory, practice, policy, research traditions, or political culture, and more fundamentally, in their intersection. Book excerpt: Today, nearly 1 billion adults are totally illiterate; the large majority are women. Varying and vague definitions of literacy abound in the literature and in practice. Literacy is only a potential tool that can be used for a variety of economic, social, political, and cultural purposes. Three principal state objectives for launching literacy programs may be sociopolitical, economic, and demand-meeting. National nongovernmental organizations often play an important role in the organization and teaching of adult literacy. Factors that explain low attendance and weak individual motivation are conditions of poverty in rural areas, lack of self-confidence, disillusionment, discouraging teaching methods, and lack of easy and useful reading material. Literacy strategies with major influence in developing countries are the following approaches: fundamental education, selective-intensive functional, conscientization, and mass campaign. Other literacy programs may differ from or borrow from the aforementioned approaches, and may focus on popular education, oneshot campaigns to eradicate illiteracy, eradication of illiteracy by a series of campaigns, general literacy programs, and/or selective small-scale programs. Post-literacy is important for motivation, for consolidating literacy, and for preventing relapse into illiteracy. A process of social change and mobilization is necessary to sustain women's participation. Crucial research areas include the impact and use of literacy, learning literacy in a second language, contents and methods, dropout, quality versus quantity, sponsorship, and organization of literacy.
