Book Public Industrial Enterprises

Download or read book Public Industrial Enterprises written by Mahmood Ali Ayub and published by . This book was released on 1986 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main purpose of this study is to identify the factors, separate and apart from ownership, which influence the performance of public industrial enterprises. Based on a review of performance of state-owned enterprises in 13 countries, the authors isolate three main factors relating to the business and managerial environment that distinguish successful public enterprises from the poorly performing ones. These include: (i) the degree of competition that public enterprises are exposed to; (ii) the degree of financial autonomy and accountability under which public enterprises operate; and (iii) the extent and manner in which managerial autonomy and accountability are ensured. It is impossible, and perhaps misleading, to assess statistically the individual importance of each of these factors. What is clear from the analysis is that, where these three factors exist as a package, the performance of public enterprises is signficantly better than in those cases where most or all of these factors are non-existent.

Book Public Enterprise Management and Privatisation

Download or read book Public Enterprise Management and Privatisation written by Laxmi Narain and published by S. Chand Publishing. This book was released on 2005 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: A number of public enterprise (PE) executives have long felt the need for a book which would provide necessary information and analysis of various dimensions of PE management and privatisation. The book provides at one place, a precise and authoritative account of the concept, policy, and analysis of major issues confronting PEs. Public ownership per se does not make PE performance sub-optimal. The operation of the Government system, of which PE is a sub-system, has not been conducive to performance. During the last six decades, inadequate political will and vested interests have come in the way of freeing PEs from excessive and throttling controls, and demoralising accountability. Not letting the managers manage with the freedom required in the liberalised and globalised set-up is the problem. The multifarious and complex managerial problems of PEs, which get compounded by faltering moves towards privatisation, cannot be wished away. These have been considered in the book at some length. The book, first published in 1980, continues to be a standard work on the subject. This latest edition has been revised by Dr. R.K.Mishra, Director, Institute of Public Enterprise,Hyderabad.

Book excerpt: Social enterprise has become a much discussed term in recent years, often in conjunction with the public sector - the idea that entrepreneurship might somehow step in and save the public purse has taken hold in a number of areas. This book introduces and explains the terminology surrounding social enterprise and brings much-needed rigour to proceedings by demonstrating how this can be measured, evaluated and held accountable. A range of validated evaluation measures, tools and techniques, such as ‘SROI’, the ‘Outcomes Star’ and randomised control trials, are presented in individual research projects, conducted by an exciting and eclectic mix of international authors who are recognised experts in the field of social enterprise. Wrapping up with the ground-breaking use of a General Self-Efficacy scale, a reflective critique of social finance and a challenge to the actual concept of social enterprise, the book discusses the potential disadvantages that can arise from the commodification of social enterprise activities, resulting in a fascinating summary of current thinking surrounding this topic.

Book Public Administration

Download or read book Public Administration written by Jerome B. McKinney and published by Praeger. This book was released on 1998-03-10 with total page 526 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a complete and up-to-date revision of the classic text for public administration which presented public administration as a tension between the necessary exercise of power and the search for accountability by public servants. In this revision, the authors have initiated a new approach to the study of public administration by focusing on middle- and lower-level managers. These are positions that most students will occupy for the bulk of their professional careers. The book recognizes that most of the administration is in field offices, in state and local government, and in cooperation with the private sector. It then focuses on power and its potential for influencing the behavior of the bureaucracy. This leads to the relationship between theories about administration and the actual practice.

Book Public Management Policy making ethics and accountability in public management

Download or read book Public Management Policy making ethics and accountability in public management written by Stephen P. Osborne and published by Taylor & Francis. This book was released on 2002 with total page 568 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the 1980s, the public sector has been undergoing major changes throughout the Western industrialized world, the transitional economies of central and Eastern Europe, Latin America and South East Asia. The main thrust of these changes has been to bring public sector management practices closer to those of the private sector. This raises the question of how far public and private sector management are comparable. This set examines the relationships between public sector and private sector management in terms of both classical management theory and the new public management that emerged in the 1980s and 1990s. While the collection concentrates on articles from the last 20 years, some historical pieces are also included. The four volumes are arranged along the following lines: volume 1 - for and against the public sector; volume 2 - managing the plural state; volume 3 - broadening the public management perspective; and volume 4 - from policy to practice in public services.
