Book excerpt: In response to the Treasury Committee's inquiry, Barclays, HSBC and Santander all made a public commitment to continue to provide basic bank holders with unrestricted access to cash machines. In this report, the Treasury Committee makes clear its intent to write to the other providers of basic bank accounts asking for similar clarification and urges RBS and Lloyds TSB to remove their restrictions. Restricting access to cash machines could compromise the network. In certain areas, more than a third of ATMs could be placed at risk if other providers of basic bank accounts were to take similar action or to remove themselves from the LINK system. The Committee understands the need for banks to control costs and that in this instance the financial benefits to Lloyds and RBS appear relatively small. Those affected, though, would be amongst the most vulnerable people in society. In the longer run, both the way services are offered to customers and the charges they pay need reform to secure greater banking competition

The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Uncharted Waters goes further and addresses the often neglected questions about how and under what circumstances funds could be withdrawn from these accounts. In Uncharted Waters, a panel of recognized experts created a framework for determining how benefits might be paid if private accounts become a new part of the Social Security system or are created separate from Social Security. I quickly found out what these might be worth, but knew I'd never get anything like their true value from a dealer. So I went to eBay. To test the water, I auctioned a CD from my own collection: a rare boxed single that the Record Collector price guide said was worth GBP40. I gave it a high starting price of GBP20, the lowest price I would accept. Aweek later, it sold for GBP30. I posted it to France, throwing in free insurance, just in case anything went wrong. Two days later I received my first feedback: 'Very pleasant seller, beautiful item and carefully packed AA++'. More than half of Don's records sold, bringing in prices not too far off the guide price. endlessly browse eBay when I should have been working on my latest novel. I quickly got a green star alongside my eBay ID. This showed I had more than ten positive feedback comments and no negatives. I sold occasionally, often accepting cash dollars to fund my purchases from the US (this was in the days before Paypal, a money transfer system that's discussed at length in this book). In the last three years I've become a frequent eBay user, buying and selling books, DVDs and comics as well as music items. Last year I got my blue star for 50 plus positive feedback. I've only attended one auction in my life, but I've followed thousands of virtual ones. I've been ripped off, made mistakes and learnt what kinds of auctions to avoid. I still have a 100% feedback record, the strongest test of an eBayer (as serious hobbyists call themselves). I still get a thrill those times at the end of an auction when last minute bidders are suddenly outbid and try to get one more bid in before the curtain falls.'. publishers, an old friend who is a financial whiz but knew very little about eBay. Book excerpt: Mainstream accounting rules, namely International Financial Reporting Standards (IFRS), used in conventional banking, employ financial logics and principles which are at odds with Shariah and therefore unsuitable for reporting the results of Islamic banks. The book is an effort to explain the Islamic accounting principles and practices for Islamic Financial institutions and to juxtapose them to mainstream accounting principles in a simple and practical manner. The book begins with an overview of the Islamic Finance environment, the rationale for Islamic accounting and a brief introduction of AAOIFI (Accounting and Auditing Organization for Islamic Financial Institutions), the professional body responsible for the issuance of Islamic accounting standards. The main features of the AAOIFI Conceptual Framework and its comparison with IFRS framework are covered in Chapter 2. Chapters 3-9 cover the accounting treatment of the major Islamic finance products including trade-based (Murabaha, Salam and Istisna’a), rental-based (Ijarah) and risk-sharing based products (Mudarabah and Musharakah). Given the significance and complexity of Islamic bonds (Sukuk) for the Islamic finance industry, Chapter 10 discusses the basic accounting and reporting issues vis-à-vis Sukuk, leaving more complex issues for advanced texts on the topic. Zakah accounting (charity) and provisions and impairments are covered in Chapters 11 and 12. The chapters are arranged so that they start with a discussion of the product itself, followed by the AAOIFI accounting treatment and ending with the IFRS perspective. Each chapter begins with the learning objectives and a cover story and closes with a summary of the learning objectives. To facilitate the learning of readers, each chapter contains a glossary of the terms introduced as well as end of chapter multiple choice questions. In addition, each chapter includes practical insights and concept checks to enhance and test the understanding of the readers. This will be a useful guide for students, academics and practitioners concerned with the subject of financial reporting in Islamic Institutions.
