Book excerpt: This report provides an overview of multimedia access barriers and solutions for people with sensory disabilities, including recommended public policy interventions. A letter of transmittal to the President and both houses of Congress precedes the main body of the report. An executive summary groups recommendations under the following categories: establishment and tasks of a National Advisory Task Force on Multimedia Access; legislative/regulatory policies (at both federal and state levels); and research, education, and collaboration. The report's main body is divided into five sections which address: (1) use and importance of multimedia; (2) barriers to accessing multimedia; (3) solutions for making multimedia products accessible; (4) voluntary efforts to improve access to multimedia; and (5) recommendations for further action. Seven appendices provide information on a framework of multimedia categories; statistics on the number of people who are visually or hearing impaired in the United States; results of a survey of educators of people with visual impairments working with multimedia products; results of a questionnaire for educators of people who are blind or visually impaired; questions for educators and media specialists working with people with hearing impairments; a listing of current multimedia projects focusing on accessibility; and the mission statement of the National Council on Disability. Book excerpt: This report discusses the growth of the National Information Infrastructure (NII), or the information superhighway, and its implications for people with disabilities. Advantages for people with disabilities include: increasing the ability of individuals with some types of disabilities to access and use information; decreasing personal isolation due to mobility and communication restrictions; allowing individuals to interact with others in a way that makes their disability invisible or irrelevant; and allowing convenient access to educational and medical services. The barriers to the NII include: socioeconomic barriers; the complexity in the design of many products; the use of graphic interfaces; the use of touchscreens and pointing interfaces where alternate input techniques are not available; virtual environments; sound; animation and interactive systems; and the sealed nature of public systems that must have built-in access accommodations if they are to be made accessible. The report makes recommendations on how facets of the NII can be modified to allow greater access by those with disabilities and strategies that can be used to achieve changes. A list of 17 additional readings is included. An appendix describes the mission of the National Council on Disability. (CR)

Virtual Storytelling 2003 was held on November 20–21, 2003, in Toulouse (France) in the Modern and Contemporary Art Museum “Les Abattoirs.” One hundred people from 17 different countries attended the conference composed of 3 invited lectures, 16 scientific talks and 11 posters/demonstrations. Since autumn 2003, there has been strong collaboration between the two major virtual/digital storytelling conference series in Europe: Virtual Storytelling and TIDSE (Technologies for Interactive Digital Storytelling and Entertainment). Thus the conference chairs of TIDSE and Virtual Storytelling decided to establish a 2 year turnover for both conferences and to join the respective organizers in the committees. For the third edition of Virtual Storytelling, the Organization Committee chose to extend the conference to 3 days so that more research work and applications could be be presented, to renew the Scientific and Application Board, to open the conference to new research or artistic communities, and to call for the submission of full papers and no longer only abstracts so as to make a higher-level selection.
