The planning process included a city-wide assessment of land use and transportation related to elderly and handicapped pedestrian access needs. Mobility improvements such as sidewalks, curb ramps, and bus pullouts were identified along 12 selected priority access routes. Plans were also made for implementing and evaluating the identified improvement needs. The priority accessible network guidelines were critiqued following practical application of the planning techniques.
