Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: This book investigates the long-term continuity of large-scale states and empires, and its effect on the Near East’s social fabric, including the fundamental changes that occurred to major social institutions. Its geographical coverage spans, from east to west, modern-day Libya and Egypt to Central Asia, and from north to south, Anatolia to southern Arabia, incorporating modern-day Oman and Yemen. Its temporal coverage spans from the late eighth century BCE to the seventh century CE during the rise of Islam and collapse of the Sasanian Empire. The authors argue that the persistence of large states and empires starting in the eighth/seventh centuries BCE, which continued for many centuries, led to new socio-political structures and institutions emerging in the Near East. The primary processes that enabled this emergence were large-scale and long-distance movements, or population migrations. These patterns of social developments are analysed under different aspects: settlement patterns, urban structure, material culture, trade, governance, language spread and religion, all pointing at movement as the main catalyst for social change. This book’s argument is framed within a larger theoretical framework termed as ‘universalism’, a theory that explains many of the social transformations that happened to societies in the Near East, starting from the Neo-Assyrian period and continuing for centuries. Among other influences, the effects of these transformations are today manifested in modern languages, concepts of government, universal religions and monetized and globalized economies.

Book excerpt: Bringing the World Home sheds new light on China’s vibrant cultural life between 1895 and 1919—a crucial period that marks a watershed between the conservative old regime and the ostensibly iconoclastic New Culture of the 1920s. Although generally overlooked in the effort to understand modern Chinese history, the era has much to teach us about cultural accommodation and is characterized by its own unique intellectual life. This original and probing work traces the most significant strands of the new post-1895 discourse, concentrating on the anxieties inherent in a complicated process of cultural transformation. It focuses principally on how the need to accommodate the West was reflected in such landmark novels of the period as Wu Jianren’s Strange Events Eyewitnessed in the Past Twenty Years and Zhu Shouju’s Tides of the Huangpu, which began serial publication in Shanghai in 1916. The negative tone of these narratives contrasts sharply with the facile optimism that characterizes the many essays on the "New Novel" appearing in the popular press of the time. Neither iconoclasm nor the wholesale embrace of the new could square the contradicting intellectual demands imposed by the momentous alternatives presenting themselves. In some issue areas, these pressures have led to significant changes in the architecture of governance institutions. In others, institutions have resisted pressures for change. This volume explores what accounts for this divergence in architecture by identifying three modes of governance: hierarchies, networks, and markets. The authors apply these ideal types to different issue areas in order to assess how global governance has changed and why. In most issue areas, hierarchical modes of governance, established after World War II, have given way to alternative forms of organization focused on market or network-based architectures. Each chapter explores whether these changes are likely to lead to more or less effective global governance across a wide range of issue areas.
