Book Access to Communications Data by the Intelligence and Security Agencies

Download or read book Access to Communications Data by the Intelligence and Security Agencies written by Great Britain: Cabinet Office and published by The Stationery Office. This book was released on 2013-02-05 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: In June 2012, the Government published its Communications Data draft Bill (ISBN 9780101835923). The Bill is intended to ensure that the police and other public bodies continue to be able to access communications data. The Committee believes, in respect of communications data, that there is a serious problem that requires action. That intelligence and security Agencies require access to communications data in certain tightly controlled circumstances and with appropriate authorisation, in the interests of national security. With changing technologies, such Agencies are unable to access all the communications data they need and the Committee believes that updating the current arrangements governing retention of communications data offers the most appropriate way forward. For the draft Bill, more thought needs to be given to the level of detail, in particular in relation to the Order-making power, but Parliament and the public will require more information to be convinced. Further, in respect of the draft Bill, there seems to have been insufficient consultation with the Communication Service Providers on practical implementation, as well as a lack of coherent communication about the way in which communications data is used and the safeguards that will be in place.

Book Accessing Telecommunications Data for National Security and Law Enforcement Purposes

Download or read book Accessing Telecommunications Data for National Security and Law Enforcement Purposes written by Sharon Rodrick and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this paper is to outline the circumstances in which telecommunications data can be lawfully accessed for national security and law enforcement purposes, and to consider whether this access regime sacrifices individual privacy to an unacceptable extent. Since privacy is the primary public interest against which the telecommunications data regime must be evaluated, this paper will begin with a brief exploration of the importance of privacy in the telecommunications context. The paper outlines the provisions of Part 13 of the Telecommunications Act before proceeding to describe and critique both structural and operational aspects of the telecommunications data regime, primarily from a privacy perspective. Many of the deficiencies of the regime were identified in submissions made to the Senate Standing Committee on Legal and Constitutional Affairs (the 'Senate Committee' or 'Committee') which conducted an inquiry into the provisions of the Telecommunications (Interception and Access) Amendment Bill 2007 (Cth). This paper draws on those submissions and make suggestions for reform across a number of areas. While not directly concerned with the interception and stored communications regimes, some tentative comments as to whether the divergence in protections between these regimes and the telecommunications data regime is justified will be interspersed throughout the paper.

It is accessible to a wide range of readers—from undergraduates to mid-career and executive-level professionals—and has been tested in settings that include academic classes and workplace training sessions.

Book Forecasting the Internet

Download or read book Forecasting the Internet written by David G. Loomis and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: David O. Loomis Illinois State University The explosive growth of the Internet has caught most industry experts off guard. While data communications was expected to be the "wave of the future," few industry observers foresaw how rapid the change in focus from voice communications towards data would be. Understanding the data communications revolution has become an urgent priority for many in the telecommunications industry. Demand analysis and forecasting are critical tools to understanding these trends for both Internet access and Internet backbone service. Businesses have led residential customers in the demand for data services, but residential demand is currently increasing exponentiall y. Even as business demand for data communications is becoming better understood, residential broadband access demand is still largely unexplored. Cable modems and ADSL appear to be the current residential broadband choices yet demand elasticities and econometric model-based forecasts for these services are not currently available. The responsiveness of customers to price and income changes and customer's perceptions of the tradeoff in product characteristics between cable modems and ADSL is largely unknown. Demand for Internet access is derived from the demand for applications which utilize this access; access is not demanded independent of its usage. Thus it is important to understand Internet applications in order to understand the demand for access.

This book was released on 2012-12-11 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Joint Committee finds that draft Bill must be significantly amended to deliver only necessary data that law enforcement needs, and the Home Secretary should not be given carte blanche to order retention of any type of data. Whilst calling for a narrower focus, the Committee recognises that more needs to be done to provide law enforcement and other agencies access to data they cannot currently obtain and so makes a range of constructive proposals to enable the Home Office to present a better Bill to Parliament. There must also be much better consultation with industry, technical experts, civil liberties groups, public authorities and law enforcement bodies before a new Bill is introduced.
