Book excerpt: Presents guidelines for evaluating complete joint penetration (CJP) welds in steel bridges and proposes modifications to the American Association of State Highway and Transportation Officials (AASHTO)/American Welding Society (AWS) D1.5. Inspection of welds in steel bridges is necessary to ensure the quality of workmanship during the fabrication and construction process and later on when the bridge is in service. There are two non-destructive evaluation (NDE) methods for evaluation of complete joint penetration (CJP) welds in steel bridges: radiographic (RT) and ultrasonic (UT). Recent advances in enhanced ultrasonic methods, including the development of phased-array ultrasonic technology (PAUT), allow for efficient detection and characterization of flaws with the option of automated data collection and imaging. Criteria for categorizing weld discontinuities as acceptable or unacceptable are codified in the AASHTO/AWS D1.5M/D1.5: Bridge Welding Code (BWC). However, these acceptance criteria do not reflect the full use of the capability of enhanced ultrasonic testing methods, and furthermore are not based on the effect of weld discontinuities on bridge performance (e.g., resistance to fatigue and fracture). In addition, some weld discontinuities that are not allowed according to BWC are potentially not harmful and may not decrease service life. An updated acceptance criteria based on enhanced ultrasonic testing methods for evaluation of CJP welds in steel bridges was needed for fabricators and bridge owners.

Book excerpt: The weld toe is a primary source of fatigue cracking because of the severity of the stress concentration it produces. Weld toe improvement can increase the fatigue strength of new structures significantly. It can also be used to repair or upgrade existing structures. However, in practice there have been wide variations in the actual improvements in fatigue strength achieved. Based on an extensive testing programme organised by the IIW, this report reviews the main methods for weld toe improvement to increase fatigue strength: burr grinding, TIG dressing and hammer and needle peening. The report provides specifications for the practical use of each method, including equipment, weld preparation and operation. It also offers guidance on inspection, quality control and training as well as assessments of fatigue strength and thickness effects possible with each technique. FEMA-353 - Recommended Specifications and Quality Assurance Guidelines for Steel Moment-Frame Construction for Seismic Applications. This publication provides recommended specifications for the fabrication and erection of steel moment frames for seismic applications. The recommended design criteria contained in the other companion documents are based on the material and workmanship standards contained in this document, which also includes discussion of the basis for the quality control and quality assurance criteria contained in the recommended specifications. The information contained in these recommended design criteria, hereinafter referred to as Recommended Criteria, is presented in the form of specific design and performance evaluation procedures together with supporting commentary explaining part of the basis for these recommendations.

Book excerpt: High Performance Steel (HPS) has quickly gained popularity in United States bridge applications due to its high yield strength and better weldability, toughness, ductility, and weathering characteristics. However, a great deal of information is missing from the body of knowledge on HPS performance and design criteria, especially concerning HPS-70W (485W) produced by thermo-mechanical controlled processing (TMCP). This research examines material characteristics and fatigue performance of HPS-70W (485W) TMCP, as well the performance of Ohio's first HPS bridge in service. Data from 96 tensile tests show that yield and ultimate strengths of HPS-70W (485W) TMCP are dependent upon plate thickness and orientation. 75 Charpy V-Notch (CVN) specimens were tested, and all met the ASTM A709 requirement for minimum toughness. Twenty-nine specimens were tested to investigate the fatigue resistance of continuous plates with punched, drilled, and reamed holes. Results from this investigation suggest that current restrictions mandated by some state departments of transportation concerning punching holes are not overly restrictive when HPS-485W (70W) is utilized. Performance of drilled and sub-punched and reamed specimens met or exceeded American Association of State Highway and Transportation Officials (AASHTO) (2004) requirements for Category B details. Performance of Submerged Arc Weld (SAW) and Narrow Gap Improved Electroslag Weld (NGI-ESW) welded butt-splices utilizing HPS-70W (485W) were examined. All specimens performed considerably better than predicted by the AASHTO fatigue life equation.
