Book excerpt: The National Bridge Inventory shows that more than 480,000 bridges that serve the U.S highways are of a median age of more than 42 years and a design life of 50 years; out of which, approximately 14 and 16 percent of the bridge inventory falls into the functional and structural deficient categories, respectively. In a mature infrastructure system, upgrade, repair, or replacement requires either restriction or closure of those parts of the system. Traffic disruption during maintenance and construction activities frequently results in disruptions to local economies and communities; and raises issues of safety and congestion. The use of traditional technologies and techniques for infrastructure rehabilitation are not effective enough to mitigate these disruptive effects of rehabilitation work. A systems approach to accelerating infrastructure construction is required to mitigate the impact of the extensive rehabilitation activities that are likely to take place in immediate future. The decision making system proposed in this report uses Analytical Hierarchy Process and provides the decision maker with a tool to quantify the qualitative trade-offs between various objectives to extract a single set of weights which reflect the level of importance of each of the factors in the overall decision making process. This system will thus provide the decision makers an excellent and transparent tool to make decisions regarding choosing an optimal holistic strategy for decision making.

This tool set is prepared for transportation specialists and decision-makers to determine if ABC is more effective than traditional construction for a given bridge replacement or rehabilitation project. The tool set is user-friendly, flexible to accommodate a range of construction situations, transparent as to the method of calculation, and customizable to maintain future relevance. To accommodate this task, a comprehensive literature review on a number of relevant domains such as ABC construction techniques and decision making approaches, were completed. The findings were summarized into a decision model hierarchy that was also incorporated into the decision making software. The software was tested through evaluating a set of real-world construction projects.

Various state departments of transportation have developed decision-making models to identify if ABC is a viable option for a site, yet the deficiencies pertaining in those models require contemplation. The herein study identifies the bridge construction contiguous parameters and models to precisely address the deficiencies in the existing decision-making models for bridges. The outcome of this study is an informed decision-making model that can be customized using site specific data in selecting an optimal bridge construction process. A decision-making tool is developed for implementation of the decision-making model. The tool os demonstrated through a case study of Parkview Bridge over US 131 in Kalamazoo, MI.

Book excerpt: The Michigan Department of Transportation (MDOT) uses accelerated bridge construction (ABC) to reduce delays and minimize construction impacts. MDOT contracted and completed several bridges using prefabricated bridge elements and systems (PBES). In 2014, two slide-in bridge construction (SIBC) projects were contracted and completed. These two projects included three bridge replacements. Currently, self-propelled modular transporter (SPMT) moves are being planned for three bridge replacement projects. This study goals are to advance the implementations by expanding scoping guidelines to include all ABC alternatives, standardize the bridge slides operations, and develop guidelines for foundation construction while an existing bridge is in service. The tasks completed during this project include (a) reviewing the ABC activities nationally and monitor ongoing ABC projects in Michigan, (b) defining scoping parameters for the implementation of SIBC and SPMT moves, (c) reviewing and evaluating substructure construction and upgrades, along with constructability of deep foundations while an existing bridge is in service, (d) developing specific cost methodologies for SIBC, SPMT moves, and foundation construction, and (e) developing recommendations for updating the multi-criteria decision-making process and the associated software platform by incorporating the updated framework and the cost-benefit analysis models, foundation construction while an existing bridge is in service, and improving SIBC implementations.

Book excerpt: Accelerated Bridge Construction (ABC) methods that were recently introduced in the U.S. to reduce the on-site construction duration furnish several benefits to the public and highway agencies. Further, the traffic growth in addition to increasing number of functionally obsolete and structurally deficient bridges necessitates the increased implementation of ABC methods. In recent years, several Departments of Transportation (DOTs) in the U.S. have developed decision-making models to compare broadly ABC to conventional bridge construction for a particular site. However, with increased implementation and advancements in ABC methods, there is a need for specifying a particular ABC method and a superstructure system for a site by means of evaluating the associated uncertainty. The uncertainty arises because of the activities associated with ABC methods, and constructibility and durability of superstructure systems with respect to site-specific conditions. Moreover, the interactions among the internal stakeholders such as the DOT, Designer, Contractors, Consultants, etc., while delivering a project using an ABC method contribute to the uncertainty. Understanding the need, a decision-making model is required that enables the evaluation of ABC methods and the associated superstructure systems in order to achieve optimal constructibility and durability of a bridge. The agent-based complex systems approach enables modeling and simulating the activities and stakeholder interactions in order to evaluate the impact of the uncertainty on the ABC project performance. The uncertainty can be quantified by identifying the parameters that contribute to uncertainty, and establishing parameter correlations with the site-specific data. The following outline the specific tasks performed during the research: (1) Documenting potential superstructure systems that can be used with the ABC methods for a particular region, (2) Documenting major activities and internal stakeholders of ABC methods, (3) Documenting parameters that contribute to uncertainty of the activities, (4) Developing the parameter correlations with site-specific data for a particular region, (5) Formulating the decision-making framework and demonstrating the framework using an example, and (6) Developing recommendations for future research to extend the framework to an automated decision-making model/tool.
