Book excerpt: For several years, the Strategic Studies Institute has annually published the Key Strategic Issues List (KSIL). The overall purpose of this document is to make students and other researchers aware of strategic topics that are of special interest to the U.S. Army. Part I of KSIL is entitled "Army Priorities for Strategic Analysis" (APSA) and is a list of high-priority topics submitted by Headquarters, Department of the Army. Part II is entitled "Command Sponsored Topics" and represents the high-priority command-specific topics submitted by MACOMs and ASCCs. This KSIL provides military and civilian researchers worldwide a listing of the Army's most critical national security issues. The KSIL is developed by soliciting input from the appropriate elements of HQDA to develop the Army's high priority topics for strategic analysis. In addition, a similar solicitation is made to the Geographic Combatant Commands and Major Army Commands to identify their high-priority command-specific topics researchers can address. Topics for the APSA are organized to support the four imperatives and related objectives as identified in the "2013 Army Strategic Planning Guidance." Research on these topics will continue to contribute to the transition to the Army of the future. Part II of the KSIL incorporates many critical strategic issues that are both unique to the submitting organizations, and common to a number of commands. The intent of this document is to achieve greater fidelity and harmony between the research needs of the Department of Defense, and the considerable work done by the many different research assets.

Part I of the Academic Year (AY) 2013-14 KSIL, referred to as the Army Priorities for Strategic Analysis (APSA), has been developed by Headquarters Department of the Army (HQDA) and SSI. The APSA will help prioritize strategic research and analysis conducted by USAWC students and faculty, USAWC Fellows, and external researchers, to link their research efforts and results more effectively to HQDA's highest priority topics. To improve the relevance of the research and analysis, topics are directly linked to chiefs or points of contact (POC) within appropriate HQDA divisions or directorates. These POCs will advise researchers as to specific topics and results needed to better shape research, analysis, and results that meet the Army's needs. NOTE: Topics with (***) are priority Chief of Staff of the Army topics.

The list is a compilation of input from the faculty of the U.S. Army War College, as well as from civilian and military experts across the field of defense studies. The topics reflect ongoing as well as anticipated strategic concerns, each of which is revised as the changing security environment warrants.

The focus of the KSIL is strategic, rather than operational or tactical. Every year, the KSIL helps guide research efforts to the mutual benefit of the defense community and individual researchers. This year, our nation faces several major challenges, ranging in type from the conflict in Iraq to changes in force size and structure. These challenges are perhaps more significant than any the United States has faced in more than a decade. With the publication of the 2007 KSIL, the Strategic Studies Institute and the U.S. Army War College invite all researchers to contribute their efforts to resolving these challenges. Researchers are encouraged to contact any of the Strategic Studies Institute points of contact, or those found in the Expanded KSIL, for further information regarding their desired topics. These points of contact are not necessarily subject experts, but can recommend experts or additional sponsors.

Army War College Guide to National Security Policy and Strategy continues to reflect the structure and approach of the core national security strategy and policy curriculum at the War College. The 5th Edition is published in two volumes that correspond roughly to the Department of National Security and Strategy¿s core courses: ¿Theory of War and Strategy¿ and ¿National Security Policy and Strategy.¿ Like previous editions, this one is based on its predecessor but contains both updates and new scholarship. Over a third of the chapters are new or have undergone significant rewrites. Many chapters, some of which appeared for years in this work, have been removed. Nevertheless, the book remains unchanged in intent and purpose. Although this is not primarily a textbook, it does reflect both the method and manner we use to teach strategy formulation to America¿s future senior leaders. The book is not a comprehensive or exhaustive treatment of either strategic theory or the policymaking process. Both volumes are organized to proceed from the general to the specific. Thus, the first volume opens with general thoughts on the nature and theory of war and strategy, proceeds to look at the complex aspect of power, and concludes with specific theoretical issues. Similarly, the second volume begins by examining the policy/strategy process, moves to a look at the strategic environment, and concludes with some specific issues. This edition continues the effort begun in the 4th Edition to include several short case studies to illustrate the primary material in the volume.

Book excerpt: Half a decade into the new millennium, the strategic environment continues to change rapidly, and in important ways. Some of those changes, of course, challenge U.S. interests, while others advance them. And the challenges assume regular and, increasingly now, irregular forms. Yet, while the causes of change are many, the discernable patterns are few. It is all the more important, therefore, that the U.S. Army maintain a strategic perspective-that it take advantage of the collective insights of scholars and senior-level students both within the defense community and beyond. The Key Strategic Issues List (KSIL), developed at the U.S. Army War College by the Strategic Studies Institute (SSI), helps the Army identify and bring together those insights. SSI develops the draft list, based on input from its expert researchers, and vets it with the rest of the Army War College, the Army Staff, Army Major Commands, Army Component Commands, the Combatant Commands, and the Joint Staff. The various topic recommendations and comments SSI receives are worked into the final document, either for inclusion in the general topic areas or as part of agency-specific concerns found in the Expanded KSIL. The Key Strategic Issues portion of the KSIL identifies research topics considered essential to the Armand to the role of landpower in general; many are broad enough to encompass different research approaches, and to allow researchers to modify or expand the issues as appropriate. Similarly, the Expanded KSIL enables researchers to focus on the concerns of, or to benefit from the perspectives of, individual KSIL sponsors. The KSIL is meant tube extensive, but not exhaustive. No list could capture every issue of potential concern, particularly given the identified dynamic nature of today's strategic environment. The SSI points of contact herein maintain general oversight of their topic areas, and thus can recommend individual sponsors or subject matter experts.
