Book excerpt: Child abuse policy in the United States contains dangerous contradictions, which have only intensified as the public slowly accepted it as a middle class problem. One contradiction is the rapidly expanding child abuse industry (made up of enterprising psychotherapists and attorneys) which is consuming enormous resources, while thousands of poor children are seriously injured or killed, many while being "protected" by public agencies. This "rediscovery" has also led to the frenzied pursuit of offenders, resulting in the sacrifice of some innocent people. Moreover, the media's focus on the sensational details of high-visibility sexual abuse cases has helped to trivialize, if not commercialize, the child abuse problem. As such, child abuse has gone from a social problem to a social spectacle. By the 1980s the child welfare system had become a virtual "nonsystem," marked by a staggering turnover of staff, unmanageable caseloads, a severe shortage of funding, and caseloads composed of highly dysfunctional families (many with drug-related problems). To make room for these families, public agencies rationed services by increasingly screening-out child abuse reports which contained little likelihood of serious bodily harm. In The Politics of Child Abuse in America, the authors argue that child abuse must be viewed as a public safety problem. This redefinition would make it congruent with other family-based social trends, including the crackdown on domestic violence. Children must have the same legal protection currently extended to physically and sexually abused women. This can be done by creating a "Children's Authority," which would have the overall charge for protecting children. Specifically, Children's Authorities would have the responsibility for providing the six main functions of child protection: investigation, enforcement, placement services, prevention and education, family support, and research and development. Offering a unique perspective on the cold reality of this crisis, The Politics of Child Abuse in America will be a provocative work for social workers and human service personnel, as well as the general reader concerned with this timely issue.

Emerging insights from genetics and neuroscience research are also reviewed.The book begins with snapshots from the mother's abusive childhood, which sets the stage for discussing trauma-informed systems of care initiatives. These programs include efforts to train professionals on the effects of trauma, implement universal screening of trauma experiences, and disseminateevidence-based treatments to address trauma-related psychiatric problems. The book then fast-forwards to the family's first involvement with Connecticut protective services when the children are eleven and ten. After a brief investigation, the family's case is closed, and despite their many needs,the family is not provided links to any ongoing supportive services. This chapter is then followed by a brief discussion of differential response programs. Like many unconfirmed cases, the family is re-referred to protective services within months of the initial case closing, and after a lengthysecond investigation, the children are removed from their mother's care. Over the next five years we see the children pass through nearly twenty placements, while their mother continually relapses on crack and moves from one violent relationship to the next. The prevalence of substance abuse anddomestic violence problems in families referred to protective services are also reviewed, together with a range of other issues relevant to improving the child welfare system and the outcomes of the children it serves.Over the course of the decade that is covered in the book's primary narrative, the child welfare system has started a process of significant reform. Trauma-informed systems of care, differential response teams, and strengthening of community-based mental health and addiction services are just a fewtrends that have begun to transform the system and improve the trajectory of children entering care in many jurisdictions. Judgment is still out on whether these changes will last and will prove effective, but stories like the one that forms the heart of Broken Three Times us of the complexity ofthe issues involved with child welfare. This book will hopefully provide readers with some ideas about concrete steps to take to improve practice, gaps in our knowledge, and a deepening appreciation of the value of incorporating broad perspectives into this work - from neurobiology to socialpolicy.

New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains-including those in child welfare, economic support, criminal justice, education, and health care systems-and assesses the needs of a variety of subpopulations. It should also clarify the causal pathways related to child abuse and neglect and, more importantly, assess efforts to interrupt these pathways. New Directions in Child Abuse and Neglect Research identifies four areas to look to in developing a coordinated research enterprise: a national strategic plan, a national surveillance system, a new generation of researchers, and changes in the federal and state programmatic and policy response.

The message, relayed repeatedly over television and radio, urged abusive parents to seek help. Support groups for parents, including Parents Anonymous, proliferated across the country to deal with the seemingly burgeoning crisis. At the same time, an ever-increasing number of abused children were reported to child welfare agencies, due in part to an expansion of mandatory reporting laws and the creation of reporting hotlines across the nation. Here, Mical Raz examines this history of child abuse policy and charts how it changed since the late 1960s, specifically taking into account the frequency with which agencies removed African American children from their homes and placed them in foster care. Highlighting the rise of Parents Anonymous and connecting their activism to the sexual abuse moral panic that swept the country in the 1980s, Raz argues that these panics and policies—as well as biased viewpoints regarding race, class, and gender—played a powerful role shaping perceptions of child abuse. These perceptions were often directly at odds with the available data and disproportionately targeted poor African American families above others.

Book excerpt: For this volume Gil examines and interprets a series of nationwide studies of child abuse that were initiated in 1965 in an attempt to unravel the context of social and cultural forces with which violent behavior against children is associated. He begins with a definition: "Physical abuse of children is the intentional, nonaccidental use of physical force, or intentional nonaccidental acts of omission, on the part of a parent or other caretaker interacting with a child in his care, aimed at hurting, injuring, or destroying that child." With an approach that is epidemiologic, social, and cultural, rather than clinical and psychological, he compiles findings from press and public-opinion surveys, from analyses of nearly 13,000 incidents of child abuse reported through legal channels across the country during 1967 and 1968, and from a comprehensive study of more than 1300 incidents reported in a representative sample of cities and counties. He deals with incidence and community response rather than with case histories. The findings, Gil maintains, suggest that violence against children is rooted in culturally determined theories and practices of child-rearing, with a higher incidence among the lower educational and socioeconomic strata of society, among broken families, and among families with four or more children. He concludes that perhaps the most serious form of child abuse is that inflicted by society rather than by parents and guardians. This societal abuse is manifested by the statistics on infant mortality, hunger and malnutrition, poverty, inadequate medical care, poor education, and officially sanctioned physical abuse in schools, correctional institutions, child care facilities, and juvenile courts. The author further concludes that American culture encourages the use of a certain measure of physical force in rearing children. Straightforward and clearly presented, Gil's book also suggests a typology of child abuse and recommends a set of structural measures and policies designed to reduce the incidence of abuse through an attack on its apparent roots within the fabric of society.
