Book excerpt: In December 2011, the Australian world traveller, ex-member of the Australian Regular Army and university teacher Warren Richard Rodwell was kidnapped for ransom in the Mindanao region of the southern Philippines by a group of criminals claiming to be members of the notorious terrorist/insurgent organisation the Abu Sayyaf Group. This particular group had loose ties with other insurgent groups that were indulging in similar criminal activity in the greater Sulu Archipelago area including the Zamboanga peninsular – where Rodwell was abducted. Rodwell was kept prisoner for a total of 472 days making him the longest held Australian captive outside of official Prisoners-of-War (POWs). During his 472 days of captivity he was moved between various jungle hideouts in the Islands of Basilan and Tawi-Tawi, eventually being freed by his captors only a few kilometres from where he was originally kidnapped. His tale of survival is made all the more remarkable considering he endured an untreated gunshot wound and an almost starvation diet – losing over one third of his body weight – and was forced to walk and climb in oppressive heat and under constant threat of being beheaded. When he was finally released in March 2013 he was emaciated, physically and emotionally at the lowest point in his life, and totally bewildered. During his period of obligatory debriefing by both Philippine and Australian authorities, an amazing tale of survival unfolded. Rodwell’s determination to overcome all obstacles in his path to eventual freedom is the quintessence of all that is dear in life – life itself.

Accompanied by kidnap-for-ransom as opposed to traditional piracy which, in the main, this involved the robbery of an ocean-going vessel’s crew, cargo, or even the vessel itself. The Abu Sayyaf has been in existence in some form or another for over a quarter of a century in the greater Mindanao region of the southern Philippines. Originally formed with the intention of creating an independent Muslim State in the southern Philippines, it has degenerated into a number of sub-groups whose sole endeavour is now kidnap-for-profit, accompanied in many instances – if a ransom is not paid – by beheading of the kidnap victims. Flush with funds, the various groups were able to purchase small fast-moving vessels and embarked on piracy in the greater Sulu and Celebes Seas region. This publication focuses on the “explosion” of Abu Sayyaf piracy in the region in 2016 and 2017.

To that end, the GRP will focus on the ASG and MILF in as much as they expect it to garner U.S. material support and assistance. He advises U.S. Defense department and policymakers regarding institutional frailties of the GRP and institutional corruption within the Philippine armed forces. While the author suggests that training continue, he cautions about being drawn into a quagmire. Despite the MILF's ties to the ASG and JIO, he also suggests that the U.S. should continue to support the peace process and to try to wean the MILF off their relationship with terrorist organizations.

The various groups, with many leaders, have descended into murderers and kidnappers who show no compassion for their victims. Their sole motivation, and, indeed, obsession, is greed accompanied by fear. This publication follows the rise of criminality in the greater Mindanao region – especially the Sulu Archipelago provinces – in the context of the participation of major state and non-state players in the suppression of the Moros – indigenous Muslims. The Catholic Church comes in for extensive scrutiny for the power it holds in the region. The 70 plus years of deliberate minoritisation of the Moros by various Philippine administrations are brought into the equation in order to understand why a murderous group such as the Abu Sayyaf has, in the main, so much local support. The waxing and waning of the “fortunes” of the Abu Sayyaf in the 20 plus years of its existence, and the inability of the various Philippine administrations to stamp out this criminality is examined. The criminality and brutality of the group, especially in the time since the death of its late co-founder – Khadaffy Janjalani – is documented. It shows an escalation that defies explanation given the thousands of Philippines troops that have been deployed in the Sulu Archipelago provinces of Sulu and Basilan.

The Abu Sayyaf Group was generally misunderstood in their formation, goals, ideology – if any – and structure. Consequently, it became necessary to chronologically trace all the crimes attributed to the group as well as research the lives and deeds of the leaders and majordomos in the group. This at times became a task of trying to distinguish what was fact from what was myth. The main source of primary evidence for this book came from newspaper reports and official Philippine Government media releases – including Armed Forces of the Philippines (AFP) releases. The newspaper reports, and AFP releases, were, in the main, carefully choreographed to reflect the domestic security policies of the Philippine Administration of the time. Individual reports, including those from the Bangkok-based Focus on the Global South, gave a more balanced account of the Abu Sayyaf activities and their leaders. After careful consideration of all data and evidence available, it became obvious the Abu Sayyaf had been in decline since its heyday of 2002. This was even more so since the death of Khadaffy Janjalani in the middle part of the first decade of the 21st century. The conclusion reached was that the Abu Sayyaf in 2012 existed in name only – or fragmented cells – more so than any organised terrorist entity.

Despite the initial success of the joint Philippine and U.S. Balikatan exercise against the Abu Sayyaf in 2002, the ASG has continued to carry out attacks on lightly guarded or "soft" targets, the same way international terrorist groups have been known to do. The anarchic region of Central Mindanao has become a training base for Southeast Asian terror organizations and a refuge for Abu Sayyaf. The war on terrorism has changed the lives of the Filipinos and strained the capacities of the government. Over the years, the Philippines has fought terrorism in many ways. It has retaliated militarily, prosecuted terrorists, preempted terrorist attacks, implemented defensive measures, and addressed some of the causes of terrorism. To some degree, all suffer from limited effectiveness and applicability. This thesis analyzes the Philippine response to terrorism and determines how it should develop an effective strategy to counter terrorism. This study also discusses the government organizational structure and the problems faced by the Philippine government agencies in addressing the terrorism specifically posed by Abu Sayyaf. In addition, this thesis presents a case study of Abu Sayyaf by analyzing its organizational and operational tools in the maintenance of its terrorist capability. Finally, this thesis examines the government bureaucracy and its capability to respond to the threats posed by terrorism.

Book excerpt: The Abu Sayyaf Group (ASG) has re-emerged as one of the more important terrorist groups confronting the Government of the Republic of the Philippines (GRP), the United States, and our allies in Southeast Asia. Founded in 1991 by Abdurrajak Janjalani, a veteran of the Afghan Mujiheddin and colleague of Osama bin Laden, the group quickly rose to prominence as a lethal terrorist organization committed to the establishment of an independent Islamic state. With funds from Saudi charities administered by bin Laden's brother-in-law, Mohammad Jamal Khalifa, the ASG grew quickly. The group focused its terrorist, assassination, and kidnapping efforts on sectarian targets. Yet, following the plot led by Ramzi Yousef and Khalid Sheikh Mohammed to blow up 11 U.S. jetliners and assassinate the Pope, Khalifa's and the ASG's roles were uncovered. Khalifa was unable to return to the Philippines, and while his charities remained open, they were unable to support the larger Moro Islamic Liberation Front (MILF) and the ASG as they had in the past. The ASG was further weakened by a number of arrests and the death of their founder in December 1998. The group quickly degenerated into a number of violent, though hardly political, kidnappers. The group gained international notoriety in 2000 with high-profile raids on diving resorts in Palawan and Sipidan, Malaysia, which led to the deaths of several tourists, including Americans. The 2000 kidnapping of the Burnhams, along with the group's previous connections with al Qaeda, were the the cassus belli for the U.S. military to re-engage in the Philippines following the September 11, 2001, attacks by al Qaeda. Philippine President Gloria Macapagal Arroyo pledged close support for Operation ENDURING FREEDOM, and with that came considerable military assistance and training, beginning in early 2002. U.S. forces provided training and intelligence support for the Armed Forces of the Philippines, while U.S. naval engineers engaged in popular civic action campaign in Basilan. The ASG struck back in October 2002, detonating a bomb that killed a U.S. Special Forces Officer. Since then, it dramatically cut back on its kidnappings, while at the same time began to engage in a systematic campaign of terrorism. In February 2004, ASG operatives blew up a SuperFerry out of Manila, killing 194 people. On Valentine's Day, 2005, they executed a triple bombing across three cities. ASG members have engaged in a number of other attacks while several others have been disrupted. Why the shift back to terrorism? This author contends that it was the confluence of internal and external factors. Internally, there was a change in leadership within the organization. Abu Sabaya and Ghalib Andang, the leaders most responsible for the kidnappings, had been killed and captured, respectively. This allowed Khadaffy Janjalani, the younger brother of the group's founder, to consolidate his leadership and bring the organization back to its roots. The ASG was also trying to benefit from the ongoing peace process between the GRP and the MILF. The ASG began to search for hardline members of the MILF, who were sure to reject an autonomy agreement with the government.

Two large resistance groups, a Moro National Liberation Front (MNLF) and a Moro Islamic Liberation Front (MILF) fought the Philippine government into the 1990s and entered into tenuous truces in 1996 and 2001 respectively. Abu Sayyaf emerged in 1990 as a splinter group composed of former MNLF fighters and Filipinos who had fought in Afghanistan. Abu Sayyaf resorted to terrorist tactics, including executions of civilians, bombings, and increasingly kidnapings for ransom. Abu Sayyaf had links with Osamu bin Laden's Al Qaeda organization in the early 1990s, but these links reportedly dwindled in the late 1990s. After the 2002 Balikatan operation, the remaining Abu Sayyaf leadership established links with Jeemah Islamiah (JI), an Al Qaeda-affiliated group in Southeast Asia that had begun to use Mindanao for training and organizing terrorist strikes. Abu Sayyaf also established links with Rajah Solaiman, a radical Muslim group made up of Filipinos from the northern Philippines who had converted to Islam. Together, these groups carried out major bombings after 2003, including bombings in metropolitan Manila.
