Book excerpt: This book presents the journey of Turbo-Codes from their first invention and initial design as error correcting codes to their application as video compression tools. This journey is presented in three milestones. First, Turbo-Codes are introduced as a channel coding tool. Different encoding structures and decoding algorithms are discussed from theoretical and practical aspects, for binary and non-binary Turbo-Codes. Slepian-Wolf and Wyner-Ziv theorems are then discussed, as they constitute the main theory behind distributed source coding (DSC). Turbo-Codes are then presented as a practical tool for distributed source compression. The study of Turbo-Codes application in DSC is also extended to the case of joint source-channel coding (JSCC), where these codes are jointly used for both source compression and error correction. Theoretical models for DSC and JSCC are thoroughly discussed along with the necessary modifications to the initial turbo encoder-decoder system. Different simulation setups are considered and results are presented and analyzed. Finally, Turbo-Code-based distributed video coding (DVC) techniques are discussed. The motivation behind DVC is first presented, followed by a general description of the DVC system model. Different techniques used to generate the side information needed for practical DVC systems are then discussed. Theoretical compression bounds are derived for both error-free and erroneous transmissions. Applications of DVC in the context of single user and multiuser setups are finally presented with different simulation scenarios and performance analysis.

The results are presented in this report with detailed country profiles and a comparison across countries. Significant strengths and challenges are identified when it comes to supporting young children's wellbeing within the Nordic region and examples of good practice from each participating country are offered.

Although the cultivation and cross fertilization of plants were, strictly speaking, biotechnological techniques, modern biotechnology dates from the early 1970s, when pioneers such as biochemist Herbert Boyer from the university of California managed to transfer genetic material into a bacterium. Together with venture capitalist Robert Swanson, Boyer set up Genentech, one of the first genetic engineering companies. Just a few years later, on the other side of the Atlantic, in Leuven, Désiré Collen discovered t-PA, the enzyme responsible for fibrinolysis, or the dissolving of blood clots. Clogged arteries were then still one of the major causes of death. The ensuing cooperation between Collen and Genentech was the beginning of a long-lasting success story, from which not only Collen but also scientific research and the University of Leuven benefitted greatly for many years. According to a Reuters ranking, KU Leuven has been, from 2016 onwards, the most innovative university in Europe. Flanders and Belgium served as the cradle of several highly successful biotech companies. t-PA was a relatively expensive medicine, and Collen went on to develop a much cheaper clot-dissolving remedy to benefit patients in less affluent countries. He failed, however, to find the necessary finances for Phase 3 trials. Meanwhile, he had set up ThromboGenics, a company which later specialized in ophthalmology. Collen continued to stimulate and finance research in other fields, such as the cardiovascular research of Peter Carmeliet. In 2013 he left ThromboGenics, following a difference in views on the company’s focus, and in 2015 he set up Fund+, a biotech-oriented investment firm. Fund+ has meanwhile acquired a prominent place among European biotech investment funds and has scored some astonishing early successes. In June 2020, Fund+ had 13 companies in its portfolio, with several more waiting to come on board.

Currently, there does appear to be a trend of increasing violence in hospital settings, including both civilly and forensically committed populations. In fact, physical aggression is the primary reason for admission to many hospitals. Given that violence is now often both a reason for admission and a barrier to discharge, there is a pressing need for violence to be re-conceptualized as a primary medical condition, not as the by-product of one. Furthermore, treatment settings need to be enhanced to address the new types of violence exhibited in inpatient environments and this modification needs to be geared toward balancing safety with treatment. Wirth (1945, p. 347) offered one of the earliest definitions of minority: We may define a minority as a group of people who, because of their physical or cultural characteristics, are singled out from the others in the society in which they live for differential and unequal treatment, and who therefore regard themselves as objects of collective discrimination. The existence of a minority in a society implies the existence of a corresponding dominant group enjoying higher social status and greater privileges.
