As a result, there is a large number of studies on a variety of issues to do with Aboriginal Australian languages and the social contexts in which they are used. There is, however, no integrative reader that is easily accessible to the non-specialist in any of the areas concerned. The collection edited by Leitner and Malcolm fills this gap. Looking at Aborigines and Torres Strait Islanders and their changing habitats from pre-colonial times to the present, the book covers languages from a structural and functional linguistic perspective, moves on to the issue of cultural maintenance and then turns to language policy, planning and the educational and legal dimensions. If Twa communities as a whole suffer from discrimination, marginalization and extreme poverty, then Twa women suffer this and more. This situation has been exacerbated by violent conflict in the region. Dorothy Jackson has many years experience of working with the region’s Twa communities and Twa women. Twa women’s voices can be heard clearly in this report, calling for change and for recognition of their rights – as indigenous people and as women. Despite the day-to-day discrimination and poverty, Twa women are resourceful and resilient, as this report shows. Central to the issues facing Twa women, and their communities, is land. Twa have traditionally been dependent on their forests and land but today most Twa are landless. Their culture – and even their existence – is under threat. Added to this, the changes that are happening within Twa societies are overturning the relatively equal relationship between women and men. This report considers government policies and international human rights law that could be used by Twa organizations and support agencies in Burundi, Democratic Republic of Congo, Rwanda and Uganda. The report concludes with a set of recommendations aimed at these states’ governments and at development organizations.

They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.
