Available in PDF, EPUB and Kindle. Book excerpt: The REAL FAIR TAX replaces the Individual Income Tax by taxing the States. If this sounds unconstitutional, it is not. Although it is a direct tax on the states, it is apportioned by population and thereby is constitutional. The process was used during the American Revolution to fund the national government. The problem was the system was voluntary. This one will not be. Under the REAL FAIR TAX, each state will provide their federal tax portion as determined by population. Implementation of the system will be conducted over a 10-year period. During those 10 years, no policy changes can be made to the federal individual income tax system. Before the start of every fiscal year, the Congress shall determine the total individual income tax to be collected. The Treasury will apportion to each state their share of that tax. The state will determine how best to collect the revenue to meet that tax and submit its share monthly. For the first year, 10% of the Congressionally determined tax will be levied against the state and the other 90% will via the current federal individual income tax. Each year that percentage will increase until after 10 years, the entire amount of the tax will be borne by the states. The REAL FAIR TAX is equitable because it is apportioned by population, it is constitutional because it is a direct tax apportioned by state, it will relieve the federal income tax burden of the American people and will eliminate the hated Internal Revenue Service.
