Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Although disasters will continue to occur, actions that move the nation from reactive approaches to disasters to a proactive stance where communities actively engage in enhancing resilience will reduce many of the broad societal and economic burdens that disasters can cause.

After1he selective barriers of language and culture are overcome, differences in programs and outcomes are far more subtle than those that can be revealed by highly aggregated national data. Rela tively "soft" comparisons are the norm in international comparative research. This is particularly true in comparative analyses of housing and the operation of housing markets. Housing markets are local or regional in character, and the effects of government programs on market outcomes depend upon important economic characteristics of the local environment. Moreover, the institutions that influence the production, distribution, and consumption of housing differ enormously across nations. The distribution of housing and the role of the market in provision depend upon historical and social factors as well. Aggregate national data are unlikely to allow for much depth in comparisons across societies. Yet in the absence of such comparisons, the very visibility of housing may lead to inadequate or erroneous generalizations. Photographs emphasing the aesthetics of ''well planned" housing agglomorations or urban slums are compelling. Documen tation that middle-class households must wait in a queue for a decade to be housed is notably less graphic.

Book excerpt: With the demise of the Old Regionalist project of achieving good regional governance through amalgamation, voluntary collaboration has become the modus operandi of a large number of North American metropolitan regions. Although many researchers have become interested in regional collaboration and its determinants, few have specifically studied its outcomes. This book contributes to filling this gap by critically re-evaluating the fundamental premise of the New Regionalism, which is that regional problems can be solved without regional/higher government. In particular, this research asks: to what extent does regional collaboration have a significant independent influence on the determinants of regional resilience? Using a comparative (Canada-U.S.) mixed-method approach, with detailed case studies of the San Francisco Bay Area, the Greater Montreal and trans-national Niagara-Buffalo regions, the book examines the direct and indirect impacts of inter-local collaboration on policy and policy outcomes at the regional and State/Provincial levels. The book research concentrates on the effects of bottom-up, state-mandated and functional collaboration and the moderating role of regional awareness, higher governmental initiative and civic capital on three outcomes: environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to highlight those conditions that favor collaboration and might help avoid the collaborative trap of collaboration for its own sake. More specifically, this research concentrates on the effect of bottom-up, state-mandated and functional collaboration, the moderating role of regional awareness, governmental initiative and civic capital on environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to understand whether and how urban regional collaboration contributes to regional resilience.

During the authoritarian New Order regime they constituted part of a vast network of sub-contracted coercion and social control on behalf of the state. Indonesia’s subsequent democratisation has seen gangs adapt to and take advantage of the changed political context. New types of populist street based organisations have emerged that combine predatory rent-seeking with claims of representing marginalised social and economic groups. Based on extensive fieldwork in Jakarta this book provides a comprehensive analysis of the changing relationship between gangs, militias and political power and authority in post-New Order Indonesia. It argues that gangs and militias have manufactured various types of legitimacy in consolidating localised territorial monopolies and protection economies. As mediators between the informal politics of the street and the world of formal politics they have become often influential brokers in Indonesia’s decentralised electoral democracy. More than mere criminal extortion, it is argued that the protection racket as a social relation of coercion and domination remains a salient feature of Indonesia’s post-authoritarian political landscape. This ground-breaking study will be of interest to students and scholars of Indonesian and Southeast Asian politics, political violence, gangs and urban politics.
