Book excerpt: Federal transportation legislation has a long history of promoting the concept of cooperative and coordinated transportation planning and decision-making in states and metropolitan areas. However, in 1998, the Transportation Equity Act for the 21st Century (TEA-21) added a new dimension by adding a requirement for states to consult with non-metropolitan local officials in planning, program development, and project selection. This report presents the results of a workshop held in Nashville, Tennessee, on June 16-17, 2005, for the 12 states in the Southeastern United States. Participants included representatives of state transportation agencies and state representatives from both the National Association of Counties (NACo) and the National Association of Development Organizations (NADO). The workshop had four primary purposes: (1) Identify successes, challenges, and best practices in each of the 12 participating states' current local consultation process (fostering communication and building relations between the state transportation staff and state representatives of NACo and NADO). (2) Based on this discussion, identify the major criteria and performance measures that should be used by each of the various states in evaluating its local consultation process. (3) Using this information, develop a self-assessment tool for the states to use to measure the success of the local consultation process and to identify areas that need improvement. (4) Encourage the organization representatives from each state to follow up by defining some specific tasks that they could use to improve each state's non-metropolitan local consultation process.

Jonathan Levine, Joe Grengs, and Louis A. Merlin argue for an "accessibility shift" whereby transportation planning, and the transportation dimensions of land-use planning, would be based on people's ability to reach destinations, rather than on their ability to travel fast. Existing models for planning and evaluating transportation, which have taken vehicle speeds as the most important measure, would make sense if movement were the purpose of transportation. But it is the ability to reach destinations, not movement per se, that people seek from their transportation systems. While the concept of accessibility has been around for the better part of a century, From Mobility to Accessibility shows that the accessibility shift is compelled by the fundamental purpose of transportation. The book argues that the shift would be transformative to the practice of both transportation and land-use planning but is impeded by many conceptual obstacles regarding the nature of accessibility and its potential for guiding development of the built environment. By redefining success in transportation, the book provides city planners, decisionmakers, and scholars a path to reforming the practice of transportation and land-use planning in modern cities and metropolitan areas.

The Doing Business database constructs two sets of indicators on the regulation of operations. One measures the steps, time and costs of complying with licensing and permit requirements for ongoing. The other assesses the enforcement of regulations through two of the most common types of inspections-labor and tax. Registering Property: Property registries were first developed to help raise tax revenue. New indicators examine several possible types of shareholder expropriation, including related-party transactions, guarantees and loans to company managers and directors, mergers and acquisitions, disclosure of ownership information, and treatment of conflicts of interest. Including a new emphasis on gender, Doing Business not only provides insights into business constraints throughout the world but highlights particular barriers faced by women.
