In contrast to traditional “safety measures" that aim to provide protection against floods by building structural flood defenses such as levees and flood walls, the goal of spatial measures is to reduce the exposure to flood risks by changing the spatial layout of flood-prone areas. By limiting developments and flood-proofing buildings in areas at risk to flooding, investments in structural flood defenses can be circumvented and vulnerabilities reduce. World-wide, spatial measures are gaining attractiveness as a response strategy to increasing flood risks caused by climate change and urbanization. The introduction of spatial measures in flood governance involves more than the simple development of new policies and laws. Research has demonstrated that the implementation of spatial measures can have huge implications for how costs and responsibilities are divided between different levels of governance and between public and private actors, changing the whole organization behind flood governance. Both for the effectiveness and for the legitimacy of spatial flood governance strategies, it is important that these distributive implications are well understood. This book describes the introduction of spatial measures in the context of two very different delta countries: the Netherlands and the United States. In the United States, a spatial flood governance strategy was already developed in de mid-20th century whereas in the Netherlands, a safety paradigm institutionalized over the course of the 20th century and spatial measures have only recently been introduced. By analyzing the science-policy interactions underlying the implementation of spatial measures in both countries, this book shows how under the influence of different types of experts (engineers in the Netherlands and social geographers in the United States) different spatial flood management strategies emerged with different distributive implications, each with its own challenges for effectiveness and legitimacy.

Neglected in this vast literature is the role of employees in corporate governance. Yet "human capital," embodied in the employees, is rapidly becoming the most important source of value for corporations, and outside the United States, employees often have a significant formal role in corporate governance. This volume turns the spotlight on the neglected role of employees by analyzing many of the formal and informal ways that employees are actually involved in the governance of corporations, in U.S. firms and in large corporations in Germany and Japan. Examining laws and contexts, the essays focus on the framework for understanding employees' role in the firm and the implications for corporate governance. They explore how and why the special legal institutions in German and Japanese firms by which employees are formally involved in corporate governance came into being, and the impact these institutions have on firms and on their ability to compete. Roe, professor of business regulation and director of the Sloan Project on Corporate Governance at Columbia Law School, is the author of Strong Managers, Weak Owners: The Political Roots of American Corporate Finance (Princeton, 1996).

An environmental policy arrangement refers to the organisation and substance of a policy domain in terms of policy coalitions, policy discourses, rules of the game, and resources. The book uses these theoretical notions to analyze changes in organisation, substance and governance in several environmental policy domains, such as infrastructure policies, global policies on climate change and biodiversity, green planning, and agriculture policy. Changing relationships between the state, the market and civil society, caused by processes of globalization, privatisation and individualisation, have resulted in a plurality of policy arrangements in different domains. Despite the fact that environmental politics has been substantially renewed, there is a delicate balance between traditional and new policy arrangements. One of the main themes of the book is the explanation of this balance.
