Book excerpt: The majority of studies on the agricultural history of Japan have focused on the public administration of land and production, and rice, the principal source of revenue, has received the most attention. However, while this cereal has clearly played a decisive role in the public economy of the Japanese State, it has not had a predominant place in agricultural production. Far from confining its scope to a study of rice growing for tax purposes, this volume looks at the subsistence economy in the plant kingdom as a whole. This book examines the history of agriculture in premodern Japan from the 8th to the 17th century, dealing with the history of agricultural techniques and food supply of rice, wheat, millet and other grains. Drawing extensively on material from history, literature, archaeology, ethnography and botany, it analyses each of the farming operations from sowing to harvesting, and the customs pertaining to consumption. It also challenges the widespread theory that rice cultivation has been the basis of "Japaneseness" for two millennia and the foundation of Japanese civilization by focusing on the biodiversity and polycultural traditions of Japan. Further, it will play a role in the current dialogue on the future of sustainable agricultural production from the viewpoints of ecology, biodiversity, dietary culture and food security throughout the world as traditional techniques such as crop rotation are explored in connection with the safeguarding of the minerals in the soil. The second part presents data and results of agricultural recovery from the tsunami—for example, monitoring systems, reconstruction models, and convenient, low-cost methods developed for the restoration of tsunami-damaged paddy fields. The third part focuses on recovery from radiation-contaminated farmlands and forests and consequent reputational damages. Included are various primary data obtained from field experiments and surveys, studies on the mechanism of contamination, and the results of radical monitoring, decontamination, and restoration techniques performed at this site. The final part is a collection of reflections of local farmers, forest owners, and students who participated in the project. The academic trials and errors recorded in this book are an invaluable contribution to disaster management and recovery processes. It is written for a wide audience, not limited to researchers and students, but also for government and state officials, municipalities, agricultural cooperative staff members, and farmers.

This present condition of global trauma is not "natural," but a result of humanity's destructive actions. And, according to Masanobu Fukuoka, it is reversible. We need to change not only our methods of earth stewardship, but also the very way we think about the relationship between human beings and nature. Fukuoka grew up on a farm on the island of Shikoku in Japan. As a young man he worked as a customs inspector for plants going into and out of the country. This was in the 1930s when science seemed poised to create a new world of abundance and leisure, when people fully believed they could improve upon nature by applying scientific methods and thereby reap untold rewards. Book excerpt: A major paradox in the political economy of Japan is why an enduring majority of citizens, as voters, consumers, and taxpayers, has explicitly supported or implicitly consented to a policy regime of agricultural protection that reduces material welfare and limits consumer choice. This book goes beyond standard political economy approaches that focus on self-interest pursuit by policy actors to contend that ideational factors are an important explanatory variable shaping the policy preferences of individuals towards agriculture and agricultural policy in Japan. The book traces the historical origins of ideas about agriculture, particularly those associated with the nōhonshugi tradition, and offers an original taxonomy classifying the development of agrarian thought from the Tokugawa era until the 1930s. It then analyses postwar media portrayals of agriculture in public policy debates around the 1961 and 1999 agricultural ‘basic laws’, charting the evolution of both economic and non-economic ideas in those periods. Finally, it investigates the predominant ideas held about agriculture by individuals today, as evidenced through public opinion survey data, and demonstrates that concerns about health and food safety, food self-sufficiency, and the environment strongly outweigh economic welfare considerations. The study concludes by examining developments in agricultural policy under the Abe administration in the context of these predominant ideas, and considers how those ideas could be operationalised in agricultural policy responses to major crises including the coronavirus pandemic and climate change.
