Book excerpt: Excerpt from A Visit to German Schools This little book was founded on Notes taken by Mr. Payne during his tour in the autumn of 1874, and reduced to its present shape in the spring of 1875. Various causes hindered its publication until, after my fathers return from his summer journey, the state of his own health and the shock of a painful bereavement made it impossible for him to give any further attention to the subject. The manuscript accordingly remained untouched up to the close of the Author's life and labours in April 1876, and was thus never fully prepared for the press, or finally corrected. Notwithstanding this drawback, and although the information conveyed is not perfectly recent, these brief notes cannot, it is thought, fail to be of value and interest, as recording the direct impressions, and embodying the mature judgment of a highly-qualified observer in matters of education. Book excerpt: Excerpt from Lectures on the History of Education: With a Visit to German Schools The lectures on the History of Education contained in the volume now published include the third part of the course delivered by Mr. Payne as Professor of the Science and Art of Education at the College of Preceptors. The manuscript from which these lectures were given, though altered and partly re-written during successive years, is in parts very fragmentary, and was never prepared by the author in a form suitable for publication. The obvious omissions and breaks of continuity which are certain to be found in the manuscript of a discourse intended for oral delivery, would doubtless have been filled up at the time by extemporaneous additions, and by passages read from the authors spoken of. Notwithstanding'these drawbacks, I have not thought it right to alter the text in any essential points, or to attempt to give it a completeness which could only have been given by some editor as familiar with the subject as the author. The alterations have been confined to the insertion of words or paragraphs necessary to complete the sense, and of extracts which would probably have formed part of the discourse as actually delivered. Both Catholics and Protestants aretaught together, and no books are admitted save those approved of by the clergy of both persuasions. A History of the Bible, by Van der Palm, a Pro testant, is read, and another similar history, by Schmidt, a Catholic, is also read in the school with the consent of both parties. The Protestant cate chist gives lectures to those of his religion on every Wednesday, and the Catholics during that time re tire for the same purpose to their parish church. Book excerpt: Excerpt from The System in German Schools We often hear or read of the German School System, but we must use this term advisedly and not to understand that the schools of the German Empire are under one head or authority. There are twenty - six States in the German Empire, including the free cities of Hamburg, Bremen, and Luebeck, each of which has its own system and is in no way connected officially with any other State. In fact, edu cation ln the German Empire, as in our own country, is left entirely to the individual States, yet the schools throughout the Empire are very much alike and similar in quality. There are several reasons for this. In the first place the courses in the Hoehere Schulen (secondary and College Education), are governed by the requirements of the Universities which are practically the same for the twenty-three Universities of the German Empire. The Classmal Gymnasium was the principal school until in the year 1900 when the King of Prus sia issued a decree admitting the graduates from the Reform Schools to the Universities on equal terms with those of the old Gymnasium. Since that time the growth of the Re fonm Schools, in which there is less emphasis put upon Latin and Greek or in which these subjects are made elective, has been very rapid. There is no question that the best teach ing, the most enthusiastic teachers, and the best equipment are found in the Reform Schools. There is likewise no question that the growth in these schools will increase in the future. The teachers of the Classical Schools fight the Reform Schools and insist that there is an effort made by the teachers in them to Almericanize the German Schools. In spite of this opposition, as in our own land, the people are turning more and more to these schools and are neglecting the study of the Ancient Classics. Book excerpt: Excerpt from The Teaching of Classics in Secondary Schools in Germany, Vol. 20 The immediate object of the tour was to enable the inquirers to acquaint themselves with the actual working of the system of organisation which has recently been introduced into some of the Frankfurt and other schools, and which is known as the Frankfurt reform scheme.' The characteristic of this is that the age at which the study of the ancient languages is begun is postponed, later than has been customary. Latin is not begun-till the. Age of twelve, Greek not till fourteen. It is maintained by those who advocate this system that under it boys can, before they leave school, attain the same standard of proficiency in the classical languages as those who have been brought up on the old system. The importance of this, if true, is clear. It would immensely simplify the problems connected with the choice of Classical or modern side, and the transference of boys from one type of school to another. It was therefore necessary to inquire how far the claims made for the system were justified, whether the experience of Germany was such as to encourage those who wish to introduce a similar system into England. Above all, the Board desired to find' out whether, in those schools in which both Greek and Latin is taught, the result of the change appeared to be to strengthen and raise the position of the classics, and to maintain a high standard of excellence among those who had been educated under it, or whether, as has been suggested, it is only one step in the other direction, and is 'merely part of a gradual process, the ultimate result of which must be the abolition of what is known as a classical education. The system has been in force for over ten years in certain selected schools; it has been tried under some of 'the ablest masters in Germany; a whole generation of schoolboys has passed through the schools and proceeded to the University. We have, then, an experiment conducted with exceptional thoroughness, and the time seems to have come when it should be possible really to judge of the success which may be expected from it.
