Book excerpt: A Vigilant Society presents a provocative hypothesis that argues that Western society as we know it emerged from the soil of Jewish intellectual advances in the thirteenth century, especially those formulated on the Iberian Peninsula. A paradigmatic shift began to occur, one that abandoned the pre–Gothic Sephardic wisdom found in, for example, the writings of Maimonides in favor of what author Javier Roiz calls the "vigilant society." This model embraces a conception of politics that includes a radical privatization of an individual's interior life and—especially as adopted and adapted in later centuries by Roman Catholic and Calvinist thinkers—is marked by a style of politics that accepts the dominance of power and control as given. Vigilant society laid the foundation for the Western understanding of politics and its institutions and remains pervasive in today's world.

It is a research attempt to reveal the paradox found in developing countries like Bangladesh where there are numerous and active civil society organizations (CSOs) that have had almost no influence in consolidating democracy. This book, however, also qualifies the normative assumption on the positive relationship between civil society and democracy asserted by the mainstream neo-Tocquevillean School that has a profound influence on donor policies. Readers are introduced to civil society in Bangladesh from a broad perspective. Rather than confining the analysis to NGOs, chapters explore the origin, nature, and function of both modern and conventional CSOs, which helps to provide a more authentic understanding of the genuine state of civil society in relation to other actors in the political system. Combining survey data analyses and empirical observations with carefully chosen case studies, the book reveals that CSOs participate very actively in social services. This research also reveals that these highly active CSOs in the field of social development lack the necessary attributes for ensuring participation, proper interest articulation and monitoring of the state. Through systematic analysis, the book shows that political structures—and for Bangladesh, particularly political parties—along with vertical social relationships such as clientelism, patronage, nepotism, and corruption have contributed to a non-vigilant civil society in Bangladesh, although it often is spoken of in different terms. This book is highly recommended for researchers, students, and development practitioners interested in South Asia as well as in understanding the potentials and limitations of civil society in relation to development and democracy. Book excerpt: In The Vigilant Eye, Greg Marquis combines the narrative and chronological approach of traditional institutional history with the critical approaches of social history, legal history and criminology. The book begins with the English and Irish roots of nineteenth-century British North American policing and traces the development of the three models of law enforcement that would shape the future: the local rural constable, the municipal police department and the paramilitary territorial constabulary. Marquis examines the development of provincial police services, whose expansion coincided with the rise of mass automobile ownership and controversies over alcohol prohibition and control, and their eventual absorption into the RCMP. In terms of political policing, the vigilant eye has monitored, harassed and disrupted various social and political movements ranging from Fenians to communists, to Quebec separatists and environmentalists. Marquis argues that the style of community policing in vogue during the 1970s and 1980s lacked confidence and had a limited impact. Canada’s simplistic crime-fighting model undermines genuine reform, including curbs on the use of deadly force on citizens, and justifies the increased militarization of policing. Marquis argues that it is time for citizens to turn their vigilant eye towards police and policing in their own communities.

Book excerpt: Vigilant Memory focuses on the particular role of Emmanuel Levinas's thought in reasserting the ethical parameters for poststructuralist criticism in the aftermath of the Holocaust. More than simply situating Levinas's ethics within the larger context of his philosophy, R. Clifton Spargo offers a new explanation of its significance in relation to history. In critical readings of the limits and also the heretofore untapped possibilities of Levinasian ethics, Spargo explores the impact of the Holocaust on Levinas's various figures of injustice while examining the place of mourning, the bad conscience, the victim, and the stranger/neighbor as they appear in Levinas's work. Ultimately, Spargo ranges beyond Levinas's explicit philosophical or implicit political positions to calculate the necessary function of the "memory of injustice" in our cultural and political discourses on the characteristics of a just society. In this original and magisterial study, Spargo uses Levinas's work to approach our understanding of the suffering and death of others, and in doing so reintroduces an essential ethical element to the reading of literature, culture, and everyday life.
