They have in mind arenas -- such as counterterrorism, and stabilization and reconstruction -- that by definition involve multiple agencies, or for which responsibilities could be divided up in any number of ways among various agencies. For such facets of national security, they argue, the U.S. government is seldom able to conduct genuinely holistic consideration. The cost, they add, is a loss of effectiveness, or efficiency, or both. In order to encourage holistic consideration of national security issues, some members of this inchoate school have called for the use of "unified national security budgeting" (UNSB). To be clear, their goal is not to refine the U.S. federal system of budgeting, but rather to use budgetary mechanisms to drive changes in U.S. national security practices. Within this broad school of thought, various proponents call for the adoption of a number of different approaches, from a single shared funding pool for all national security activities, to mission-specific funding pools, to crosscut displays, to more strategically driven budgeting. In turn, various proponents apparently aim to achieve quite different kinds of change with their proposed remedies -- from rebalancing the distribution of roles and responsibilities among executive branch agencies, to saving money, to revisiting fundamental understandings about how U.S. national security is best protected. For Congress, constitutionally mandated to control the power of the purse, the most fundamental issue at stake may be ensuring the integrity of the overall federal budgeting system -- there may be no single best answer regarding how it should function, but that it function would seem to be of paramount importance. At the same time, while the current system does not adjudicate "national security" in an explicit, bounded way, and while no single, generally agreed definition of the boundaries of "national security" exists, Congress has oversight responsibility for any number of activities and executive branch agencies that could reasonably be considered to contribute to national security, and thus vested interests in both the effectiveness and the efficiency of U.S. national security practices. A basic challenge for Congress may be fundamental tensions between optimizing the overall federal budgeting system, and optimizing for its national security sub-system. For any set of "unified budgeting" proposals, it may be helpful to Congress to consider what problems the proposals are designed to address; the potential costs and benefits that implementing the proposals might introduce; the risks the proposals might pose to the functioning of the current overall U.S. federal budgeting system; and how the impact of the implementation of the proposals would best be gauged.

First, the workload for nonmilitary international engagement has grown, and the money allocated by the government to pay for it has not kept pace. And second, achieving a better-balanced security budget would send a powerful message: Ending the wars in Iraq and Afghanistan entails not a retreat from the world but a commitment to engage with it differently. This report contains a deep analysis of the need for a unified security budget, one that looks at offensive, defensive, and preventative spending on our nation's security. The analysis of these three categories is followed by recommendations for budgetary shifts; these shifts are focused primarily on the offense and prevention budgets. We use President Obama's budget for fiscal year 2013 beginning this month as our first benchmark, and look one decade out at the president's 10-year budget for our second benchmark. At times we examine congressional action when it is pertinent to FY 2013 budgeting. But, sadly, Congress is not very pertinent, at least not yet, due to the now famously protracted political stalemate on Capitol Hill.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Resourcing is not well linked to national security strategy or developing integrated use of all elements of power. Therefore, unified statecraft must be supported by an integrated planning, programming and budget (PPB) process. To create a national PPB process, the President must empower the National Security Council (NSC) to function like the DoD Senior Leader Review Group. They would need to create a decision support cell to identify interagency functional capabilities and their future demand. In support of NSC capability tradeoffs, the Office of Management and Budget must perform similar functions to the DoD Program and Analysis team. They would perform analysis, cost capability options and communicate NSC decisions to executive agencies. Creating lasting change will take Presidential, Congressional, and key individuals committed to implementing it. Creating a closer relationship between strategy and resource allocation will strategically position the U.S. to achieve its goals. Meeting the future threats in a complex, uncertain and volatile world demands it.

Instead, according to Daniel Wirls, American politics following the Cold War produced dysfunctional defense policies that were exacerbated by the war on terror. Wirls’s critical historical narrative of the politics of defense in the United States during this “decade of neglect” and the military buildup in Afghanistan and Iraq explains how and why the U.S. military has become bloated and aimless and what this means for long-term security. Examining the recent history of U.S. military spending and policy under presidents George H. W. Bush, Bill Clinton, and George W. Bush, Wirls finds that although spending decreased from the close of the first Bush presidency through the early years of Clinton’s, both administrations preferred to tinker at the edges of defense policy rather than redefine it. Years of political infighting escalated the problem, leading to a military policy stalemate as neither party managed to craft a coherent, winning vision of national security. Wirls argues that the United States has undermined its own long-term security through profligate and often counterproductive defense policies while critical national problems have gone unmitigated and unsolved. This unified history of the politics of U.S. military policy from the end of the Cold War through the beginning of the Obama presidency provides a clear picture of why the United States is militarily powerful but “otherwise insecure.”

It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law.
