Book excerpt: Excerpt from A Tuberculosis Directory: Containing a List of Institutions, Associations, and Other Agencies Dealing With Tuberculosis in the United States and Canada The acknowledged function of these associations has been not only the education of their communities with regard to the causes, methods of preven tion and cure of tuberculosis, but also the creation of a body of opinion which should demand the acceptance of responsibility by public officials and should support subsequent official action directed toward the suppression of the disease. It is to this latter end that the organized educational energy has been especially directed during the three years just past and with results which are strikingly Shown in the sections dealing with institutional establishment and legislation. It is justly to be regarded as perhaps the most encouraging Sign of progress that with each succeeding year less and less pressure is needed to obtain the recognition of responsibility on the part of the public authorities. It was inevitable that this appreciation of responsibility should offer new problems of difficulty and these are now under active discussion. It is fairly generally agreed that the tuberculosis situation is one which cannot adequately be dealt with on a federal basis. The question of what political unit shall be regarded as best adapted to handle the problem is not entirely clear. There is a growing feeling that the State sanatorium, which signalized the first accept ance of responsibility in many commonwealths, fails to secure results of marked consequence. There would seem to be a growing Opinion that in large cities municipal provision is logical and wise. There remains, however, the greater part of the population resident in small towns and rural districts. To reach such communities it is Obvious that another unit must be selected and the county becomes the probable choice. While the efficiency of the county as the responsible agency has not yet been sufficiently tested there are indications that it will in the immediate future represent the most important political factor in our problem except where the largest cities are concerned.
